On August 22, 2025, the Ministry of Foreign Affairs held a briefing for Chinese and foreign media on President Xi Jinping's upcoming attendance at the 2025 Shanghai Cooperation Organization (SCO) Summit and related events. Assistant Foreign Minister Liu Bin provided relevant information and answered questions.
Liu Bin said that the 2025 SCO Summit will be held in Tianjin from August 31 to September 1. This will be the fifth time for China to host an SCO summit, and it will also be the largest-scale summit since the founding of the SCO. President Xi Jinping will gather with more than 20 foreign leaders and heads of 10 international organizations by the Haihe River to take stock of the SCO's successful experience, map out a blueprint for the development of the SCO, build greater consensus on cooperation within the SCO family, and propel the SCO's strides toward the goal of building a closer community with a shared future.
Liu Bin said that the Tianjin Summit is one of China's most important head-of-state and home-court diplomatic events this year. President Xi Jinping will chair the Meeting of the Council of Heads of State of the SCO and the "SCO Plus" Meeting, and will deliver keynote speeches at the above-mentioned two meetings. He will expound on China's new perspectives and propositions for the SCO in carrying forward the Shanghai Spirit, shouldering the mission of the times, and meeting the people's expectations. He will announce China's new measures and actions to support the high-quality development and all-round cooperation of the SCO, and put forward new methods and approaches for the SCO to play a constructive role in safeguarding the post-World War II international order and improving the global governance system. Together with leaders of other SCO member states, President Xi Jinping will sign and issue the Tianjin Declaration, approve the SCO's development strategy for the next decade and issue a statement on the 80th anniversary of the victory in the World Anti-Fascist War and the founding of the United Nations, and adopt a series of outcome documents on strengthening security, economic and cultural cooperation, charting the course for the future development of the SCO. President Xi Jinping will also host a welcome banquet for leaders of participating countries and heads of international organizations, and hold intensive bilateral events.
Liu Bin pointed out that over the past 24 years since its founding, guided by the Shanghai Spirit of mutual trust, mutual benefit, equality, consultation, respect for diversity of civilizations and pursuit of common development, the SCO has grown from 6 founding members into a big family covering 26 countries across Asia, Europe, and Africa. It has successfully pioneered a path of peaceful development and a new type of cooperation that jointly safeguards security, promotes prosperity, benefits people's livelihoods, shares dividends, and achieves a win-win future. Since the new era, President Xi Jinping has personally taken the lead in charting the course of neighborhood diplomacy and promoting the development of the SCO. He has put forward a series of important initiatives and propositions, continuously contributing Chinese wisdom, Chinese solutions, and Chinese strength to the development, growth and influence of the SCO. President Xi Jinping has advocated that member states uphold approaches to development, security, cooperation, civilization and global governance that go beyond the clash of civilizations, Cold War mentality and zero-sum mindset. He has successively proposed building an SCO community with a shared future, building the common home of solidarity and mutual trust, peace and tranquility, prosperity and development, good-neighborliness and friendship, and fairness and justice, and other important initiatives. He has also announced multiple initiatives on cooperation in areas such as law enforcement and security, economy, trade and investment, public health, cultural exchanges, and poverty reduction, constantly enriching the conceptual connotation and diplomatic practice of the SCO community with a shared future.
Liu Bin said that at present, the SCO member states are all in an important stage of accelerated development. China hopes that through the Tianjin Summit, SCO countries will build political consensus, stimulate cooperation momentum, send a united voice, take joint actions, draw on the stability and resilience of the SCO to address uncertainties and unpredictable factors in the international environment and create a favorable environment of lasting peace, universal security, common prosperity, openness, inclusiveness, harmony and friendship for the people in the region. China firmly believes that the Tianjin Summit, characterized by friendship, solidarity and fruitful outcomes, will surely propel the SCO into a new stage of high-quality development featuring stronger solidarity, coordination, dynamism and productiveness, and will contribute more "SCO strength" to the building of a community with a shared future for mankind.
