President Xi Jinping Meets with Russian Prime Minister Mikhail Mishustin

On the morning of November 4, 2025, President Xi Jinping met with Russian Prime Minister Mikhail Mishustin at the Great Hall of the People in Beijing.

President Xi pointed out that anchored to the goal of higher-level and higher-quality development, China-Russia relations have forged ahead this year despite the turbulent external environment. It is our shared strategic choice to uphold, consolidate and develop China-Russia relations. I met with President Vladimir Putin in Moscow and Beijing, where we had in-depth exchanges on strategic and overarching issues in China-Russia relations and mapped out new plans and priorities. The two sides must maintain close coordination, effectively implement the important consensus President Putin and I have reached, and focus on the fundamental interests of the two countries and peoples, upgrade our cooperation, and make new and greater contributions to world peace and development.

President Xi emphasized that both sides should steadily expand mutual investment, carry out effective cooperation in traditional areas such as energy, connectivity, agriculture, aviation and aerospace; tap cooperation potential in artificial intelligence, digital economy, green development and other new areas to create new growth areas for cooperation; and intensify people-to-people exchanges to engage wider sections of the two societies in the joint pursuit of friendship and cooperation. The Recommendations for Formulating the 15th Five-Year Plan adopted at the fourth plenary session of the 20th CPC Central Committee not long ago laid out the master plan and strategic blueprint for China’s economic and social development in the coming five years. China will advance its modernization on all fronts, steadfastly promote high-quality economic and social development, and expand high-standard opening up. China stands ready to work with Russia to pursue greater synergy between China’s 15th Five-Year Plan and Russia’s economic and social development strategies for the continuing benefit of our two peoples.

Prime Minister Mishustin conveyed the cordial greetings and best regards of President Putin to President Xi. He offered congratulations on the successful fourth plenary session of the 20th CPC Central Committee, and expressed confidence that China would meet the objectives set forth in the 15th Five-Year Plan and secure even greater accomplishments in its economic and social development. The two presidential summits this year have laid out strategic plans for the development of China-Russia relations and reinforced the comprehensive strategic partnership of coordination. Russia is ready to work with China to follow through on the important consensus reached between the two presidents, deepen cooperation in economy, trade, science, technology, energy, agriculture and digital economy, strengthen people-to-people exchanges, and enhance multilateral coordination to deliver more outcomes in the cooperation between China and Russia.
