
On November 6, 2025 local time, Special Representative of President Xi Jinping, Member of the Standing Committee of the Political Bureau of the CPC Central Committee, and Vice Premier of the State Council Ding Xuexiang attended the Belém Climate Summit of the 30th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP30) in Belém, Brazil and delivered remarks.
Ding Xuexiang conveyed President Xi Jinping's best wishes for Brazil in hosting the Summit, and commended Brazil's important contributions as the COP30 Presidency in actively advancing global climate governance. Ding Xuexiang also extended wishes for the complete success of the Conference.
Ding Xuexiang noted that this year marks the 10th anniversary of the Paris Agreement and that global climate governance is entering a critical stage. China has made notable achievements in implementing its 2030 Nationally Determined Contributions (NDCs). At the United Nations Climate Summit, President Xi Jinping solemnly announced China's 2035 NDCs covering all economic sectors and all greenhouse gases. This is the first time that China put forward an absolute emissions reduction target, which is a testament to China's firm resolve and maximum effort. The just-concluded Fourth Plenary Session of the 20th Communist Party of China (CPC) Central Committee deliberated over and adopted the recommendations for the economic and social development plan over the next five years. It made important arrangements for building a Beautiful China. It stressed that guided by the goals of achieving peak carbon and carbon neutrality, China will make concerted efforts to cut carbon emissions, reduce pollution, pursue green development and boost economic growth, and reinforce ecological security shields and strengthen green development drivers. China is a country that honors its commitments. China will accelerate the green transition in all areas of economic and social development, work actively and prudently toward peak carbon emissions, and make greater contributions to addressing climate change.
Ding Xuexiang said that humanity now stands at a new crossroads. It is imperative for all parties to uphold true multilateralism, strengthen solidarity and coordination, and make sustained progress in global climate governance. He put forward three propositions. First, keep to the right direction, stay confident, balance such goals as environmental protection, economic development, job creation and poverty eradication, seek coordinated progress on livelihood improvement and climate governance, and promote high-quality development to deliver greater benefits to the people of all countries. Second, translate climate commitments into action, abide by the principle of common but differentiated responsibilities, and fully and effectively implement the UN Framework Convention on Climate Change and its Paris Agreement. Developed countries should take the lead in fulfilling emission reduction obligations, deliver on their finance commitments, and provide more technology and capacity building support to developing countries. Third, deepen openness and cooperation, foster a sound environment for international economic and trade cooperation, strengthen international collaboration on green technology and industry, and ensure the free flow of quality green products to better meet the needs of global sustainable development.
During the summit, Ding Xuexiang met with UN Secretary-General António Guterres. Ding Xuexiang said that multilateralism and the work of the United Nations (UN) are currently facing unprecedented challenges. No matter how the international situation may evolve, China will uphold true multilateralism, continue to fully support the UN's core position and role in international affairs, and promote stronger dialogue and cooperation among countries to make greater contributions to world peace and development. China remains firmly committed to the path of green development and is ready to enhance communication and cooperation with all parties to jointly build a beautiful world of harmony between humanity and nature. António Guterres expressed his appreciation for China's consistent support for the UN's work, noting that China is not only a key leader in global climate governance but also an important pillar of world peace and multilateralism. He said that the Global Governance Initiative proposed by President Xi Jinping is crucial for improving and reforming the existing global governance system, and the United Nations looks forward to further strengthening cooperation with China.
On the same day, Ding Xuexiang, upon invitation, attended the thematic luncheon of the "Tropical Forest Forever Facility" hosted by Brazilian President Luiz Inácio Lula da Silva and delivered a speech. He noted that in recent years, China has made significant achievements in both ecological and environmental protection as well as economic and social development in its tropical rainforest regions. Protecting tropical rainforests is vital to human survival and well-being, and China is ready to strengthen cooperation with all parties in tropical rainforest conservation to make greater contributions to global climate and environmental governance.
