UN Climate Change Conference in Paris Starts, President Xi Jinping Attends Opening Events

On the morning of November 30 local time, the United Nations (UN) Climate Change Conference in Paris was started at the Le Bourget Exhibition Center in Paris, France. President Xi Jinping attended the opening events.

Leaders from over 150 countries attended the opening events of the conference, providing political impetus for negotiations on a Paris agreement. President Xi Jinping would deliver a speech at the opening ceremony, elaborating on China's views and propositions on global climate governance.

The full name of this climate change conference hosted by France is the twenty-first session of the Conference of the Parties (COP) to the UN Framework Convention on Climate Change (UNFCCC) and the eleventh session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP). It is held in Paris from November 30 to December 11.

According to the introduction of officials from the Ministry of Foreign Affairs of China, China has four expectations for the UN Climate Change Conference in Paris. First, uphold the principles. The Paris agreement should uphold the principles and provisions of the UNFCCC, especially the principles of common but differentiated responsibilities, equity and respective capabilities. Second, carry out in a comprehensive and balanced way. The countries concerned should not only make arrangements for the mechanism coping with climate change after 2020, but also handle well the intensity of the efforts made before 2020. Elements like mitigation, adaption, funding and technology transfer should be treated equally. Third, chart the course. The countries should send out to the world a clear signal of green and low-carbon development, and translate energy saving, emission reduction and dealing with climate change into their internal impetus in transforming and upgrading economy, guaranteeing energy security and reducing climate risks. Fourth, provide guarantee. Developed countries should perform their duties in fields of capital and technology, and continuously enhance their support after 2020.

According to the schedule, leaders present will authorize their representatives to start negotiations on a Paris agreement on climate change after the opening ceremony to establish an international mechanism coping with climate change after 2020 applicable to all contracting parties.

It is said that France, host of the UN Climate Change Conference in Paris, expects the conference to yield fruits including four aspects. First, conclude a global agreement which will help realize the goal of an increase of global temperature lower than 2 degrees Celsius in 2100 compared with that before the Industrial Revolution. Second, pool the "Intended Nationally Determined Contribution (INDC)" of all parties on dealing with climate change. Third, resolve the issue of capital and technology transfer in a satisfactory way. Fourth, mobilize the initiative of "non-country parties" such as enterprises, local governments and individuals to put forward proposals on and solutions in coping with climate change from respective levels or fields, thus supplementing the Paris agreement.
