Wang Yi Elaborates Results of the FOCAC Summit in Johannesburg

On December 5 local time, after the conclusion of the Summit of the Forum on China-Africa Cooperation (FOCAC) in Johannesburg, Foreign Minister Wang Yi met the press together with Minister of International Relations and Cooperation Maite Nkoana-Mashabane of South Africa, elaborating the important results of the summit.

Wang Yi expressed that the summit was a complete success and a truly historic grand event of milestone significance. The results of the summit are mainly embodied in four aspects.

First, the summit expounded the concept pursued by China-Africa cooperation, that is its theme "China and Africa Progressing Together: Win-Win Cooperation for Common Development". China-Africa cooperation, with South-South cooperation as its nature, is mutual assistance between the brothers featuring equality and mutual benefits as well as win-win cooperation, and its aim is to realize common development and prosperity of China and Africa. Africa has a population of over 1 billion while the population of China has been over 1.3 billion. The 2.4 billion Chinese and African people joining hands for national revitalization and modernization will be the most magnificent picture in human civilization. China and Africa advancing together will not only change the course of history but also create the future for mankind.

Second, the summit charted the course for the development of China-Africa relations. African leaders agreed to President Xi Jinping's proposal and both sides decided to elevate China-Africa relations to the comprehensive strategic and cooperative partnership. Today, China-Africa cooperation has more and more overall and strategic importance, leads the trend of South-South cooperation and becomes more important in the international arena. To elevate the positioning of China-Africa relations is to more precisely reflect the strategic character of bilateral relations and more ambitiously lead the development of China-Africa cooperation.

Third, the summit proposed five major pillars for China-Africa relations. President Xi Jinping proposed that China and Africa should seek equality and mutual trust in politics, win-win cooperation in economy, mutual learning in civilization, mutual assistance in security and unity and coordination in international affairs. The five pillars make the layout of China-Africa relations more complete and the foundation of China-Africa relations more solid, and offer more comprehensive support for China-Africa comprehensive strategic and cooperative partnership.

Fourth, the summit determined the ten key cooperation plans. President Xi Jinping said that China will carry out practical cooperation with Africa in the ten major fields of industrialization, agricultural modernization, infrastructure, finance, green development, trade and investment facilitation, poverty reduction and people's welfare, public health, people-to-people exchanges, as well as peace and security, which gained unanimous support and high praise from all African countries.

Wang Yi pointed out that the ten cooperation plans constitute the essence of the Forum on China-Africa Cooperation Johannesburg Action Plan (2016-2018), serve as an all-round blueprint for China's cooperation with Africa in a period to come and symbolize that China-Africa relations will take a big stride and enter a new era.

Meeting Africa's development needs is the first feature of the ten cooperation plans. The most pressing aspiration of African nations now is to accelerate their industrialization and modernization courses. China advancing production capacity cooperation and enhancing infrastructure construction together with Africa completely meets the needs of Africa and will help improve Africa's capacity for independent development. In Africa's industrialization process, China will be its most ideal, reliable and effective partner.

Benefiting the whole African population is the second feature of the ten cooperation plans. China and Africa strengthening agricultural modernization construction, implementing poverty-reduction projects in an in-depth way and constructing and improving public health system will practically bring more benefits to the African people.

Following the development trend of the times is the third feature of the ten cooperation plans. China and Africa expanding cooperation in green development, environment protection, peace and security and other new areas accords with the latest development in Africa, suits the direction of global governance and shows a strong spirit of advancing with the times.

All in all, the ten cooperation plans focus on resolving the three major livelihood issues including employment, food and clothing and health concerned most by the African people and on breaking the three development bottlenecks of backward infrastructure, insufficient talents and fund shortage. The implementation of the ten cooperation plans will help further translate China-Africa traditional friendship into impetus for mutually beneficial cooperation and help turn Africa's natural and human resources into strengths facilitating economic development as early as possible.

Wang Yi stressed that China will firmly implement the policy of "sincerity, real results, affinity and good faith" towards Africa put forward by President Xi Jinping, uphold the correct viewpoint of righteousness and benefit and work with the African friends to earnestly put into practice every result yielded at the summit. When carrying out cooperation with Africa, China sticks to the principle of "four noes and three priorities", namely, attaching no political conditions, interfering in no African countries' internal affairs, raising no demanding requirements and making no empty promises as well as prioritizing Africa's actual demands, prioritizing improvement of African people's livelihood and prioritizing enhancement of Africa's capacity for independent development.
