Chinese Ambassador to Vanuatu Li Minggang Publishes an Article "Sharing the Benefits of the Governance of China for Common Development in the Future"

On January 30, 2026, Ambassador Li Minggang published a signed article titled "Sharing the Benefits of the Governance of China for Common Development in the Future" in Vanuatu's mainstream media outlet, The Daily Post. In the article, Ambassador Li elaborated on the great achievements of Chinese modernization, presented the blueprint of the 15th Five-Year Plan and the four Global Initiatives, and underscored China's readiness to continue working with Vanuatu to jointly build a closer China-Vanuatu community with a shared future in the new era.

In the new year 2026, everything is embracing new vitality. While Vanuatu people are making their resolutions for the new year, China has officially embarked on the new journey towards the 15th Five-Year Plan for Economic and Social Development. The coming 5 years, from 2026 to 2030, mark a crucial period for consolidating the foundation of basically realizing socialist modernization of China by 2035.

Looking back, one can find that China's development achievements are largely attributed to its institutional advantage of long-term strategic planning. Since the founding of the People's Republic of China in 1949, the Communist Party of China has persevered in "carrying out the set blueprint until it becomes reality", dividing the long-term goals of national development into successive Five-Year Plans. From the groundbreaking of the 1st Five-Year Plan to the upcoming 15th Five-Year Plan, China has made a historical leap from a poor and backward country to the second largest economy in the world. It is consistency and stability that have created China's development miracle.  

In the new era, China's development achievements have drawn world attention. We have won the largest battle against poverty in human history and built a moderately prosperous society in all respects. China's economic output keeps making breakthroughs. In 2025, China's GDP reached 140 trillion RMB and its economic strength, scientific and technological abilities, national defense capabilities, and composite national strength all reached new heights. As an important engine driving global economic growth, China has contributed about 30% of global growth for many years. In particular, China is making consistent progress in new energy, AI, quantum communications and other cutting-edge areas, providing green and low-carbon solutions for the world and contributing to addressing global climate change.

Looking forward, China will resolutely pursue high-quality development in the 15th Five-Year Plan period. We will prioritize creativity as the primary force for modernization and foster new quality productive forces in line with local realities. We will make concerted efforts to advance in-depth reform and high-quality opening up, accelerate green transition and steadily push forward common prosperity. A stable, creative and sustainable China will bring more certainty and positive energy to the world.

We always believe that China can only do well when the world is doing well; when China does well, the world will do better. In the international arena, China always demonstrates the sense of responsibility of a major country and commits itself to building a fairer and more just international order. Over 70 years ago, China proposed the Five Principles of Peaceful Coexistence, underlying developing countries' struggle for national independence and self-reliance. As a founding member of the United Nations, China firmly upholds the international system centered on the UN, the international order underpinned by international law and the basic norms governing international relations based on the purposes and principles of the UN Charter. As a permanent member of the UN Security Council, the largest source of the UN peacekeepers, and the second largest contributor to the UN regular budget, China will continue its role as a builder of world peace, a contributor to global development and a defender of the international order.

Today, the world is undergoing major changes unseen in a century. Facing the volatile international situation and emerging global issues, China always keeps the well-being of the world in mind and offers Chinese wisdom and solutions.

To promote global development and cooperation, President Xi Jinping proposed the Belt and Road cooperation Initiative (BRI) in 2013. Over the past decade, the BRI has been adhering to the principle of extensive consultation, joint contribution and shared benefits. The BRI has attracted over 150 countries, including Vanuatu, and 30 international organizations to join, and has become the world's largest platform for international cooperation.

With humanity's destiny in heart, President Xi Jinping proposed the building of a community with a shared future for humanity with the aim of building an open, inclusive, clean, and beautiful world that enjoys lasting peace, common security, and common prosperity. To accomplish that goal, President Xi Jinping presented the world with the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative and the Global Governance Initiative. These four global initiatives have differentiated priorities, but they are an integrity that boosts prosperity with development, enhances security with stability, strengthens mutual trust with civilization and pursues justice with governance, bringing stability and certainty into this changing and turbulent world.

China and Vanuatu are both developing countries with similar historical experiences and common aspirations for development. China consistently develops its relations with Pacific island countries, including Vanuatu, in accordance with the principles of "Four Full Respects", namely, China fully respects the sovereignty and independence of Pacific island countries, fully respects their will, fully respects their cultural tradition and fully respects their efforts to seek strength through unity. China doesn't attach any political strings to its assistance to Pacific island countries, doesn't seek any exclusive privileges, and never pays lip service to its commitment.

Since the establishment of diplomatic ties in 1982, China and Vanuatu have made significant progress in cooperation on infrastructure development, agriculture, fisheries, health care, education and disaster prevention and control. China-aided roads and livelihood projects in Vanuatu are vivid examples of "giving fish and also teaching how to fish". Our bilateral cooperation has improved Vanuatu's ability of self-development and local people's well-being.

We believe the success of the governance of China will provide a useful reference for the development of Vanuatu. China stands ready to work with Vanuatu to implement the important consensus reached by our both leaders and jointly build a closer China-Vanuatu community with a shared future in the new era, and make positive contributions to peace and development in the region and the world.
