Born inHengshui,HebeiProvince, Zhang Haifeng was engaged with leading work in the Party and government for a long period of time before the founding of the People's Republic. In 1959, he was appointed Secretary of the Secretariat of Guizhou Party Committee. After transferred to Ministry of Foreign Affairs in 1963, he was designated Ambassador to the German Democratic Republic (1964.4-1967.2), Ambassador toRomania(1969.6-1973.5), and Ambassador toYugoslavia(1973.8-1978.4). From October 1981 to April 1982, he was consultant to Ministry of Foreign Affairs. At the 12thNational Party Congress, he was elected member of the Central Commission for Discipline Inspection of the CPC.
