Zhang Deguang

Vice Minister, Ministry of Foreign Affairs, in charge of East-European and Central-Asian affairs and arms control

Born inShangdongProvincein January 1941, Zhang Deguang is a college graduate.

From 1965 to 1973, he was section member of the Department of Translation and Interpretation of Ministry of Foreign Affairs. From 1973 to 1977, he was attaché in the Chinese Embassy in theUSSR. From 1977 to 1987, he was Second Secretary, First Secretary, and Deputy Director of the Office of the Chinese Delegation in the Negotiation betweenChinaand theSoviet Union, Department for Affairs of theSoviet UnionandEurope. From 1987 to 1992, he was counsellor in the Chinese Embassy in theUS. From 1992 to 1993, he was Ambassador Extraordinary and Plenipotentiary toKazakhstan. From 1993 to 1995, he was Director General of the Department of Eastern European and Central Asian Affairs. From 1995 to 2001, he was Vice-Foreign Minister. In 2001, he was appointed Ambassador Extraordinary and Plenipotentiary toRussia.
