Mr. Luo Guibo was born in Nankang County of Jiangxi Province on 14thJuly 1908 and passed away on 2ndNovember 1995.He was vice minister of Foreign Affairs of the People's Republic of China from October 1957 to October 1970.

He joined in the Chinese Revolution in April 1926, and became the Chinese Communist Party member in January 1927.He had been long engaged in leading the army.He was one of the founders of the Southern Jiangxi Soviet Revolutionary Base and took part in the Red Army's counter-strike against the 1stand 2nd"Encirclement & Suppression" operations by the KMT government.He participated in the Long March in October 1934.He was the Southern Front Commander of Shanxi-Suiyuan Border Area in the "100 Regiments Operation" in 1940.He assumed the post of director-general of the General Office of the Central Military Committee from September to December 1949, then Liaison representative of CPC Central Committee to the Central Committee of the Vietnamese Communist Party, head of the Chinese Advisory Delegation to Vietnam and general advisor to the Central Committee of the Communist Party of Viet Nam and to President Ho Chi Minh from January 1950 to August 1954.The Central Committee of the Communist Party of Viet Nam and the Government of the Democratic Republic of Viet Nam in September 1953 conferred him with the "Ho Chi Minh Gold Medal".He was the first Chinese ambassador to Viet Nam in September 1954.After the 3rdPlenary Session of the 11thCentral Committee of the CPC in 1978, he assumed the post of governor of Shanxi Province and second secretary of the CPC's Shanxi Provincial Committee.

He was alternate member and then member of the 8thCPC Central Committee, and was elected to be member of the Central Advisory Commission respectively in September 1982 and October 1987.In 1994, he was invited to attend the 14thNational Congress of the CPC as a special representative.
