On March 26, 2025, Vice Foreign Minister Chen Xiaodong, upon invitation, attended the High-Level Dialogue: Global Governance After the U.N. Summit of the Future of the Boao Forum for Asia Annual Conference 2025 and delivered a keynote speech entitled "Joining Hands to Implement the Global Security Initiative to Safeguard World Peace and Security".

Chen Xiaodong said that this year marks the 80th anniversary of the United Nations (U.N.). The U.N. Summit of the Future last year adopted the Pact for the Future. Given that the international landscape is now undergoing turbulence and transformation, peace and security is the top priority of global governance. President Xi Jinping, with a global vision and bearing in mind the well-being of all humanity, put forward the Global Security Initiative (GSI). The GSI aims to build the widest consensus and synergy of the international community, improve global security governance and resolve security plights. Since its inception nearly three years ago, the GSI has won support from over 120 countries and international and regional organizations. China proposes to uphold the vision of common security, and respect and safeguard the security of every country; practice true multilateralism following the principle of solidarity and collaboration; work for lasting security underpinned by sustainable development; and ensure both traditional and nontraditional security with a comprehensive approach. China is ready to work with all countries to turn the GSI from consensus into action and the Pact for the Future from a vision into reality, to jointly build a community with a shared future for mankind, and to usher in a brighter future with lasting peace and universal security.

Chairman of the Board of the Boao Forum for Asia and the eighth Secretary-General of the United Nations Ban Ki-moon, United Nations Under-Secretary-General for Policy Guy Bernard Ryder and other political dignitaries and heads of international and regional organizations attended and addressed the event.
