United for Peacekeeping

Mr. Chairman,

60 years ago,the United Nations was created to save the succeeding generations from the scourge of two world wars. Over the past 60 years, the world has witnessed more peace and prosperity than wars and chaos. It is attributed to the remarkable contribution made by the UN and the indispensable role played by its peacekeeping operations.

PKO is an important and effective means to maintain peace, practice multilateralism and achieve collective security.It has gone a long way in the management of and solution to different crises. To further improve PKOs, efforts should be made in the following aspects:

- Clear Mandate. All the UN Secretary-Generals have emphasized that PKO itself could not settle conflicts. The final solution to conflicts depends on political means. We must carry out PKO in conformity with the purposes and principles of The UN Charter and with a clear mandate of the Security Council. Otherwise, we cannot bring its political advantage and comprehensive functions into full play. In the process of the physical deployment, views of the parties concerned should be respected in order to have their cooperation. Meanwhile, the Security Council resolutions should be strictly followed.

- Full Financing. Only with full political and financial support of the Member States can PKOs move on smoothly. Financial support should not only go into deployment phase, but also to peacebuilding and reconstruction. The source of financial support may also come from various channels. Relevant international organs, regional organizations and donors can do more in this regard, especially for the purpose of eliminating root causes of conflicts. What we need now is not lip service, but to put in more money or provide more troops.

- Proper Deployment. It is important to enhance the capability of rapid deployment of PKO. Furthermore, time and condition of the deployment should be carefully considered. Early bird does not always get the worm unless the conditions are ripe. Comprehensive plan and timely adjustment are necessary for deployment, functioning or withdraw of peacekeepers.

- Good Guarantee. The safety of peacekeepers has become an important issue. It has complicated factors, relating to the country concerned as well as PKO mission itself. In conformity with the purposes and principles of the UN Charter, PKOs authorized under Chapter 7 might be sometimes considered necessary for the protection of safety of peacekeepers, but one should always avoid its overuse or misuse. The comprehensive quality,morality and discipline of peacekeepers should be further enhanced. They are supposed to win honor for rather than humiliation to the UN.

- Better Coordination. UN can not and will not address all the problems. Relevant regional organizations have their own resources and advantages. They can coordinate with the UN to conduct PKOs under the authority and guidance of the UN Security Council, rather than taking over the jobs at their hands. The report of the High-Level Panel welcomes NATO's wider role in assisting PKOs. This issue should be further analyzed and be handled on a case by case basis.

-Strong Command. It is important for UN DPKO to enhance its management of human resources so as to improve the overall capability. The recruitment of political officers at HQ and on the ground should be conducted according to the relevant GA resolutions, to ensure their quality and ability and reflect the principle of equality and transparency, especially the balance between developed and developing countries. In my opinion, it also sounds reasonable if recruitment of political officers of a certain country can reflect the PKO financial support and the level of the troop contribution by the said country.
