Dai Bingguo Meets with UN High Commissioner for Refugees Guterres

On September 3, 2010, State Councilor Dai Bingguo met in Zhongnanhai with visiting UN High Commissioner for Refugees (UNHCR) António Guterres.

Dai noted that China attaches importance to and supports the work of the UNHCR and the two sides enjoy sound cooperation in general. At present, the global refugee situation is not optimistic. In order to effectively solve the refugee issue, all countries should first of all adhere to the purposes and principles of the UN Charter, solve disputes peacefully and promote development jointly and secondly prevent trouble before it happens and focus both on assistance and protection of the refugees after conflict or disaster and on the timely pre-event preparations. Developed countries should provide developing ones with more fund and technology assistance in the principle of international solidarity and burden-sharing.

Guterres expressed sympathy and condolence on China's recent suffering from the landslide and other natural disasters. He spoke highly of the Chinese government's efficient and effective relief efforts which impressed the world deeply. He made a positive comment on the important role of the Chinese government in international affairs including the refugee issue and agreed on Dai's views about the current refugee situation and proposition on solving the refugee issue. He indicated that the UNHCR values China's status and influence, hopes China to participate in the settlement of international hot-spot issues more actively and is willing to strengthen cooperation with China in the field of refugee affairs.
