On March 15, 2019, the United Nations (UN) Human Rights Council smoothly adopted the third Universal Periodic Review (UPR) Outcome Report on China. The conference was chaired by President for the Human Rights Council and Permanent Representative of Senegal to the UN Office at Geneva Coly Seck. Vice Foreign Minister Le Yucheng led a government delegation to the conference. Permanent Representative of China to the UN Office at Geneva Yu Jianhua, relevant units including the Office of the Communist Party of China (CPC) Central Committee Leading Group on Judicial Reform and the United Front Work Department of the CPC Central Committee and representatives of Xinjiang Uygur Autonomous Region, Xizang Autonomous Region, Hong Kong Special Administrative Region (SAR) and Macao SAR attended the conference.

Le Yucheng delivered a keynote speech themed with "Meeting People's Aspiration for a Better Life Through Continued Progress on Human Rights in China", mainly elaborating on the profound connotation for human rights of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and introducing China's achievements in human rights over the 7 decades since the founding of the People's Republic of China. He stressed that the past seven decades have witnessed a great transformation in China and historic progress never seen before in the country's human rights development. Such achievements would not have been possible without our strong commitment to socialism with Chinese characteristics and our strong commitment to the path of human rights development with Chinese characteristics, one that takes the national conditions as the foundation, the people as the center, development as the priority, the rule of law as the criterion and openness as the driving force. Le Yucheng expounded on China's principled stance that China will accept recommendations from most parties during the review, and we are happy to accept 284 recommendations, or 82 percent of the total, which are consistent with China's conditions and conducive to our human rights development. The number and proportion of recommendations accepted by China are among the highest in major countries. Le Yucheng responded to issues concerned by various parties, including issues related to Xinjiang.

During the conference, representatives from Mali, Mauritania, Mauritius, Mozambique, Myanmar, Namibia, Nepal, Nigeria, Oman, Pakistan and the Philippines spoke at the conference. They spoke positively on China's accomplishments in human rights, praised China for taking part in the UPR in an open, confident, and honest manner, welcomed China's earnest and responsible feedback on the recommendations put forward by various parties, and supported the UN Human Rights Council in adopting the UPR Outcome Report on China. Vice Foreign Minister Le Yucheng refuted sternly in the concluding remarks the groundless accusations made by some western countries and non-governmental organizations, resolutely opposed the use of human rights as an excuse to interfere in China's internal affairs and undermine China's sovereignty and territorial integrity and reiterated China's commitment to the path of human rights development with Chinese characteristics and determination to protect and promote human rights. After the conference, warm applause filled the venue, and representatives of many countries congratulated the Chinese delegation.

The UPR mechanism aims to review how well the UN member states fulfill their duties and commitments on human rights on a regular basis. 14 countries including China, Saudi Arabia, Senegal and Nigeria participated in the third UPR of the UN Human Rights Council in November, 2018. According to the regulations of the UN, the reports for the third UPR of the countries mentioned above are adopted in the 40th session of the UN Human Rights Council held from February 25 to March 22.
