When attending the Adoption of the Universal Periodic Review (UPR) Outcome Report on China at the United Nations, Head of the Chinese Delegation and Vice Foreign Minister Le Yucheng expressed that since the 1990s, the "three forces" of terrorism, separatism and extremism inside and outside China have orchestrated and executed thousands of violent terrorist attacks in Xinjiang, brutally injuring or killing a large number of innocent people, seriously undermining the stability of Xinjiang and wantonly trampling on basic human rights.
Violent and terrorist activities are closely related to religious extremist thoughts. Over previous years, the religious extremist thoughts had been rampant in Xinjiang, which is why it is difficult to eradicate terrorism completely. When I was in the training center during my visit to Xinjiang, I heard the students talking about their experience. They told me that they used to deny and reject all secular culture, and refused to go to school, reading, and watching TV, but propagated "halalification", and believed that "non-Muslim" manufacturing products are "non-halal" ones, and refused to use them. They even held that the road the government has built is "non-halal" road and refused to walk on it. They are often lured to watch and broadcast videos that preach "Jihad" or "killing infidels". You can see how extreme it is.
Facing such a situation, the government of Xinjiang Uygur Autonomous Region has taken a series of measures according to law to crack down on violent terrorist crimes on the one hand and actively explored preventive anti-terrorism and deradicalization measures on the other, including setting up vocational education and training centers, aiming to educate and rehabilitate to the greatest extent possible the individuals who have been influenced by extremist ideologies and committed minor offenses, so that they will not be victimized by and fall prey to terrorism and extremism. The vocational education and training program is preventive counter-terrorism in nature and a precautionary step to prevent a disease or treat it in its early stages, as we do in traditional Chinese medicine. I firmly believe that deradicalization is an essential and important means to effectively combat violent and terrorist activities. Practice has also proved that the deradicalizaiton measures taken by Xinjiang have been effective, which is not only a useful exploration of preventive counter-terrorism, but also an important contribution of China to the international counter-terrorism cause.
