On February 18, 2025 local time, Member of the Political Bureau of the CPC Central Committee and Minister of Foreign Affairs Wang Yi answered questions from the media on the spot after chairing the United Nations (U.N.) Security Council high-level meeting themed "Practicing Multilateralism, Reforming and Improving Global Governance".
When asked about his assessment of the Security Council's role and China's suggestions for the Security Council to better fulfill its duties, Wang Yi stated that the Security Council bears the prime responsibility for safeguarding international peace. In the face of major crises and conflicts, it is crucial for the Security Council to take prompt and effective actions, as the current situation cannot continue. He noted that the 80th anniversary of the founding of the U.N. should serve as an opportunity to renew its founding mission, keep pace with the times, and better respond to the expectations of people around the world.
First, pursue the common good for all. Every country has its own interests and positions, but once becoming a member of the Security Council, it should not focus solely on their own interests but prioritize the common interests of the international community. Every country should make objective and fair judgments and play a positive role based on international law and the basic norms governing international relations.
Second, pursue sincere cooperation. Consensus is a key foundation for the effective functioning of the Security Council. However, it has been observed that some members attempted to turn the Security Council into a forum for attacks and accusations, and to transform this international organization into a geopolitical tool. This goes against the original purposes of its founders. Restoring unity among the five permanent members is an urgent priority and should start with constructive discussions.
Third, honor the commitments. According to the U.N. Charter, resolutions adopted by the Security Council carry legal force and should be fully implemented. All U.N. member states, especially Security Council members, must take this international obligation seriously. There should be no selective application, let alone double standards.
Fourth, promote reform and improvement. China supports continued broad and democratic consultations to seek consensus on the reform of the United Nations, including the Security Council, to make it more representative and more swift in action. China also supports making special arrangements to prioritize redressing the historical injustices done to Africa. As a founding member of the United Nations and a permanent member of the Security Council, China will always play a constructive role in building a Security Council that meets the needs of the 21st century.
