On April 30, 2025 local time, Member of the Political Bureau of the CPC Central Committee and Director of the Office of the Central Commission for Foreign Affairs Wang Yi attended the 15th Meeting of BRICS National Security Advisers and High Representatives on National Security in Brasilia. The meeting was chaired by Chief Advisor of the Presidency of Brazil Celso Luiz Nunes Amorim. BRICS national security advisers and high representatives and officials responsible for national security participated in the meeting and had in-depth exchanges of views on issues such as the role of BRICS countries in maintaining international security, mediation and conflict prevention, as well as counter-terrorism and cybersecurity.
Wang Yi said that changes unseen in a century are unfolding across the world at a faster pace, with new challenges, changes and problems emerging one after another. However, no matter how the international situation changes, peace and stability remain the common pursuit of the international community, development and prosperity are always the universal expectations of all countries, and self-strength through unity of the Global South is still an unstoppable historical trend. Under the new circumstances, more and more countries are willing to listen to the voice of BRICS, attach importance to the role of BRICS and hope to join the BRICS. The development of BRICS represents the growth of the forces for world peace, the enhancement of the forces for development and the expansion of the forces for justice. BRICS countries should ride the trend of the times, strengthen unity and cooperation, demonstrate responsibilities, encourage the Greater BRICS to play a significant role, and become the most reliable force in safeguarding the legitimate rights and interests of developing countries.
Wang Yi stated that turning international politics into transactions and international trade into weapons, and creating blackmail chips out of thin air, will only exacerbate the trust crisis among nations and become a real risk to global security. At this historical crossroads, should unilateralism be allowed to run rampant, or should multilateralism be firmly advocated? BRICS countries must give a clear answer. Concession leads nowhere and unity is where the hope lies.
First, defend the right to development. As vanguards among developing countries and the leading members of the Global South, BRICS countries cannot stand by while legitimate rights and interests are arbitrarily deprived. BRICS countries must unequivocally stand up to oppose power politics and resolutely safeguard the development rights and space for developing countries.
Second, take the lead in unity and cooperation. The authoritative status of the United Nations will not change due to the threats or withdrawals of individual countries. BRICS countries should set an example, advocate for diversity and harmony around the world, and uphold the spirit of openness, inclusiveness, mutual benefit and win-win results. BRICS countries should counteract pressure and confrontation with the righteousness of equality and respect, and surpass the shortsightedness of self-interest with the foresight of unity and cooperation.
Third, safeguard multilateralism. BRICS countries should hold high the banner of multilateralism, take the lead in safeguarding the international system with the United Nations at its core, uphold the multilateral trading system with the World Trade Organization at its center, and promote the development of the international order in a more just and reasonable direction.
All parties stated that in the face of the impact of power politics and unilateralism and the rising uncertainty of the international situation, BRICS countries should build consensus and form synergy to oppose all forms of bullying, interventionism and arbitrary imposition of tariffs, uphold multilateralism, adhere to the spirit of mutual respect, firmly safeguard international law, defend the common interests of the Global South, and work together to build a multipolar world characterized by peace, security, fairness and justice.
