On April 26, 2021, Wang Yi attended and addressed the opening ceremony of Exhibition of Achievements on China International Development Cooperation.
Wang Yi said, it has been more than 70 years since China started its foreign aid and international development cooperation. Over the seven decades, China and other developing countries have assisted each other and achieved common development through foreign aid and development cooperation. China has provided various types of aid to over 160 developing countries, undertaken thousands of complete sets of projects and material assistance projects, implemented over 10,000 technical cooperation and human resources development programs, and trained over 400,000 people in different professions for other developing countries.
Wang Yi expressed, since the 18th National Congress of the CPC in 2012, under the strong support and leadership of the CPC Central Committee with Comrade Xi Jinping at its core, China has opened up new prospects and made new achievements in international development cooperation on the existing basis. China has innovated the ideas, improved the mechanisms, and increased its contribution in this regard. President Xi Jinping put forward major initiatives such as the building of a community with a shared future for mankind, and the joint building of the Belt and Road Initiative. Xi also introduced the values of friendship, justice and shared interests, the principles of sincerity, practical results, affinity and good faith, and the principle of amity, sincerity, mutual benefit and inclusiveness. These visions provide strategic guidance for China's international development cooperation. Three years ago, the Chinese government declared the establishment of China International Development Cooperation Agency (CIDCA) to provide an institutional underpinning for improving and upgrading the international development cooperation. China set up the South-South Cooperation Assistance Fund, and the Institute of South-South Cooperation and Development to help developing countries enhance capacity for self-development. In the face of COVID-19, China launched the largest global emergency humanitarian campaign since the founding of the People's Republic of China, providing emergency medical supplies to over 160 countries and international organizations. Now China is offering much needed vaccines to over 80 countries and four international organizations despite of its own fast-growing demand.
Wang Yi emphasized, China has always upheld its visions and principles in foreign aid and development cooperation. First, we treat each other as equals and deliver win-win cooperation. China has never interfered in others' internal affairs, attached any political strings, or lectured on others, and it has always pursued mutual respect, trust, and benefit, and followed the principle of extensive consultation, joint contributions, and shared benefits. Second, we honor commitments and deliver solid outcomes. Instead of giving any empty promise, China upholds the principle of honoring commitments with real actions and results within its capacity. Third, we focus on development and teach one to fish rather than giving one fish. China stays attentive to the actual needs of recipient countries, works to align assistance with their development plans, focuses on improving the livelihoods of local communities, and building local capacity for independent development. Fourth, we uphold openness, inclusiveness, exchanges and mutual learning. China enhances exchanges with developed countries and international organizations to conduct trilateral cooperation, on the principle that projects should be proposed, agreed and led by recipient countries.
Wang Yi pointed out, against the background of major changes and a global pandemic unseen in a century, the right attitude for all countries is to bond together and tide over difficulties with solidarity. China will prioritize health and fully support international anti-pandemic cooperation; focus on green development and implement the goals of sustainable development; improve well-being, and fuel global economic recovery; uphold multilateralism, and optimize the global governance in development cooperation. China will continue to work towards the goal of building a community with a shared future for mankind, closely linking its own future and destiny with that of the vast number of developing countries, and promoting the common development and prosperity of the world through the continuous deepening of international development cooperation.
Head of the Diplomatic Corps in China and Cambodian Ambassador to China Khek Cai Mealy Sysoda and UN Resident Coordinator in China Siddharth Chatterjee respectively delivered speeches. They spoke highly of Chinese achievements in foreign aid and international development cooperation, and congratulated on the 3rd anniversary of the establishment of the CIDCA. They also expressed countries and international organizations would continue to strengthen international development cooperation and jointly implement the 2030 Agenda for Sustainable Development.
