On December 10, 2024, Member of the Political Bureau of the CPC Central Committee and Foreign Minister Wang Yi and Deputy Prime Minister and Foreign Minister of Viet Nam Bui Thanh Son attended the commemorating event for the 25th anniversary of the demarcation of the land boundary between China and Viet Nam and the 15th anniversary of the signing of the three legal documents in Beijing.
Wang Yi said in his speech that China and Viet Nam are friendly neighbors linked by mountains and rivers. Over the course of a long history, the two countries have formed the traditional friendship that "So profound is the friendship between Viet Nam and China, because we are both comrades and brothers". The two countries have supported each other and worked together in advancing the cause of socialist development. The land boundary between China and Viet Nam is not only a bond of friendship between the two countries, but also a bridge of cooperation between the two sides. 25 years ago, under the personal care and guidance of the leaders of both parties and countries, the two sides stayed committed to resolving the border issue through dialogue and consultation. After nine years of negotiations, the two sides signed the China-Viet Nam Land Border Treaty, which laid a solid foundation for peace, stability and lasting peace and security in the border areas between the two countries, and created favorable conditions for strengthening the traditional friendship between China and Viet Nam and deepening the comprehensive strategic partnership between the two countries. Over the past 25 years, thanks to the joint efforts of the two sides, China-Viet Nam border management has been continuously improved, cross-border exchanges have become increasingly active, and border-related cooperation has yielded fruitful results.
Wang Yi stressed that during General Secretary and President Xi Jinping's visit to Viet Nam in December last year, the two sides jointly announced the new positioning of the relationship between the two parties and two countries, and agreed to jointly build a China-Viet Nam community with a shared future that carries strategic significance, opening a new chapter in China-Viet Nam relations in the new era. Next year marks the 75th anniversary of the establishment of diplomatic relations between China and Viet Nam and the China-Viet Nam People-to-People Exchange Year. The two sides need to deliver on the important common understandings reached between leaders of the two parties and countries, focus on the six overall goals of "greater political mutual trust, more solid security cooperation, deeper mutually beneficial cooperation, stronger popular support, closer multilateral coordination and better handling of differences", promote deeper and more solid progress in building a China-Viet Nam community with a shared future, and enrich the comprehensive strategic cooperative partnership between the two countries with the imperatives of the new era.
Wang Yi pointed out that the two sides need to establish a clear and stable border, strengthen the role of the China-Viet Nam Land Border Treaty and the "three legal documents" as fundamental and guiding instruments, enhance the development of border-related mechanisms such as the Land Border Joint Committee, continue advancing the rule of law, systematization and standardization in border management, improve the effectiveness of border governance, and maintain a clear and stable border and good order in the border areas. The two sides need to build a prosperous and developing border, continuously improve the layout of port channels, promote the formation of a port system that is intelligent, convenient, supportive of compound development, and conducive to friendly exchanges, enhance the connectivity of cross-border infrastructure such as bridges and roads, and advance coordinated regional development. The two sides need to build a border of enduring friendship, encourage local and people-to-people exchanges, promote the valuable experience gained from the successful demarcation of the China-Viet Nam land boundary, uphold the spirit of good-neighborliness, friendship and sincerity, and jointly safeguard peace, stability and development in the region.
Bui Thanh Son said that Viet Nam and China are connected by mountains and rivers, sharing a land boundary of approximately 1,450 kilometers. Under the strategic leadership of the top leaders of both parties and countries, and with the joint efforts of both sides, Viet Nam-China relations have made significant progress in recent years. The border situation has remained generally stable, with notable highlights in border cooperation and new advancements in connectivity. These are of great significance in consolidating the comprehensive strategic cooperative partnership between Viet Nam and China and deepening bilateral mutually beneficial cooperation. Viet Nam is willing to work with China to implement the six overall goals of "greater political mutual trust, more solid security cooperation, deeper mutually beneficial cooperation, stronger popular support, closer multilateral coordination and better handling of differences", strengthen dialogue and consultation, enhance infrastructure construction in border areas, deepen practical cooperation in border trade and ports, build a border of peace, friendship, prosperity and development, and make positive contributions to elevating Viet Nam-China relations to a higher level.
The two sides jointly visited a photo exhibition on the demarcation course of the land boundary between China and Viet Nam and the results of border management cooperation.
