On October 15, 2025, Member of the Political Bureau of the CPC Central Committee and Director of the Office of the Central Commission for Foreign Affairs Wang Yi held the 27th China-France Strategic Dialogue in Hangzhou with Diplomatic Adviser to the French President Emmanuel Bonne. The two sides conducted friendly and in-depth communication on implementing the important common understandings reached between the two heads of state and deepening China-France strategic cooperation, and achieved broad consensus.
Wang Yi stated that over the past year, China-France relations have achieved new progress under the strategic guidance of the two heads of state, with close exchanges at all levels, steadily advanced practical cooperation, and increasingly close multilateral coordination. This year marks the 80th anniversary of the victory of the World Anti-Fascist War and the founding of the United Nations, and human society stands at a critical historical juncture. At present, unilateralism, protectionism, as well as power politics and bullying are rampant, and the post-war international system centered on the UN faces unprecedented challenges. At the same time, a call for fairness, justice, reform and governance has surged in the international community. As permanent members of the UN Security Council and independent major countries, China and France should forge a more strategically stable and forward-looking bilateral relationship and contribute more to world peace and stability. This serves the long-term interests of both peoples and is also an international responsibility that China and France should fulfill.
Wang Yi said that China is ready to strengthen high-level exchanges with France, deepen strategic mutual trust, and promote all-round cooperation. He expressed the hope and belief that France will strictly abide by the one-China principle, providing a strong political guarantee for bilateral relations. Against the backdrop of the current shocks to the global economic order, bilateral trade and investment between China and France have both maintained upward trends, reflecting the strong resilience and wide space of practical cooperation between China and France. The upcoming fourth plenary session of the 20th CPC Central Committee will deliberate on the 15th Five-Year Plan, which is expected to bring more opportunities for cooperation between France and China. The two sides should continue to deepen cooperation in traditional areas such as civil nuclear energy, aviation and aerospace, and agriculture and food, and actively explore cooperation in emerging fields including artificial intelligence, green and digital economy, new energy, biomedicine, and financial services. The two sides should also vigorously tap into the cooperation potential at the sub-national level. China is ready to enhance multilateral coordination and mutual support with France within the framework of the UN, uphold true multilateralism, defend the free trade system, jointly expand forces for progress in the world, and build a more just and equitable global governance system.
Emmanuel Bonne said that France cherishes its traditional friendship with China as well as the friendship and mutual trust between the two heads of state. France and China are comprehensive strategic partners and both are major countries with significant influence. In the current international situation marked by uncertainty and instability, it is necessary to strengthen strategic communication, enhance mutual trust, and fortify cooperation. France adheres to a tradition of independent diplomacy and remains firmly committed to the one-China policy, with no change whatsoever. France looks forward to preparing for the next stage of high-level exchanges with China and in the spirit of equality and mutual benefit, strengthening pragmatic cooperation in economy and trade, civil nuclear energy, science and technology, new energy, and other fields. The French side welcomes Chinese enterprises to invest in France and is willing to provide a safe and predictable business environment. France opposes trade wars and bloc confrontation, and is willing to maintain close strategic coordination with China to jointly address global challenges such as climate change, biodiversity, and artificial intelligence.
Wang Yi said that over the 50 years since China and the European Union established diplomatic relations, the two sides have helped each other succeed and developed together. China and Europe do not have geopolitical conflicts or clashes of fundamental interests. China-EU economic and trade relations are complementary and mutually beneficial in nature. The underlying tone of China-EU relations should be cooperation, and their correct positioning should be as partners. Wang Yi expressed hope that France will help guide the EU toward true strategic autonomy and a right perception of China. Emmanuel Bonne said that the EU should pursue strategic autonomy, develop relations with China based on its own needs, and continue to do things that serve the common interests of both sides. The EU and China should become reliable partners who help each other succeed, and France is willing to play a positive role in strengthening dialogue and cooperation between the EU and China.
The two sides also had an in-depth exchange of views on issues of common interest, such as the Ukraine crisis, the situation in the Middle East, and the reform and improvement of the global governance system. The two sides agreed to continue making good use of the strategic dialogue as an important mechanism to maintain coordination and communication.
