On April 16, 2021, Vice Foreign Minister Ma Zhaoxu attended and addressed the Special Ministerial Meeting of the United Nations Economic and Social Council on "A Vaccine for All".

Ma Zhaoxu expressed, the goal of "A Vaccine for All" is important to safety and well-being of seven billion of people in the world. China has honored its pledge to turn vaccines into a global public good with practical actions, contributing to the goal of "A Vaccine for All". China is promoting vaccine R&D, and five of its vaccines have been given conditional market approval or allowed for emergency use. In addition, China is cooperating with more than ten countries in vaccine R&D, and the safety and efficacy of China's vaccines are widely recognized, which have been authorized for use in more than 80 countries. At present, China has provided vaccines to 80 developing countries in urgent need, and is exporting vaccines to over 40 countries. China has joined COVAX, and taken the lead in responding to "Global Cooperation to Accelerate the Development, Production, and Fair Access to New Tools for Prevention and Control of New Coronary Pneumonia" initiative, advancing the global equitable distribution of vaccines.

Ma Zhaoxu said, some large or rich countries chase after their own interests, but ignore the legal rights and strong wishes of the developing countries to obtain vaccines. Their behavior of escaping their responsibilities and obligations leads to the widening "immunization gap". This phenomenon should be stopped.

Ma Zhaoxu emphasized, all countries shall undertake the responsibility of fighting against the pandemic, and all the people enjoy equal access to vaccines. All countries should strengthen international solidarity and cooperation, uphold equity and justice, exterminate "vaccine divide", resolutely resist vaccine nationalism and political maneuvering, and oppose political pressure and unilateral coercive measures. All countries should advance practical cooperation, strengthen communication and coordination, join forces against COVID-19, turn COVID-19 vaccines into a global public good, and jointly build community of common health for mankind.

The meeting focused on fair distribution of COVID-19 vaccines. President of the 75th Session of the General Assembly Volkan Bozkir, World Health Organization Director-General Tedros Adhanom Ghebreyesus, and Director-General of the World Trade Organization Ngozi Okonjo-Iweala delivered speeches. Senior representatives from more than 50 countries such as the U.S., Russia, the UK, Brazil, Egypt, and India attended and addressed the meeting.
