On the evening of April 22, 2021, after President Xi Jinping was invited to attend the Leaders Summit on Climate and delivered an important speech, the Ministry of Foreign Affairs held a briefing for Chinese and foreign media overnight. Vice Foreign Minister Ma Zhaoxu hosted the briefing and introduced the main situation and important results of the summit. China's Special Envoy on Climate Change Xie Zhenhua attended the meeting via video link to explain China's major policy propositions in climate change. Deputy Secretary-General of the National Development and Reform Commission Su Wei and Director of the Department of Climate Change of the Ministry of Ecology and Environment Li Gao participated in the briefing via video link.
Ma Zhaoxu said, at present, major changes unseen in a century are intertwined with the raging pandemic, and climate change poses severe challenges and real threats to human survival and development. At such a major historical juncture, President Xi Jinping was invited to attend the summit and delivered an important speech, discussing with the leaders of other countries on countermeasures to the challenges of climate change, and seeking a harmonious coexistence between man and Nature. This once again demonstrated that China attaches much importance to climate change issues and lives up to its responsibility as a major country in global environmental governance. It has very important practical and far-reaching historical significance. In his speech, President Xi Jinping first explained the rich connotations and core meanings of the concept of "the community of life for man and Nature" in a comprehensive and systematic manner: First, we must be committed to harmony between man and Nature. Second, we must be committed to green development. Third, we must be committed to systemic governance. Fourth, we must be committed to a people-centered approach. Fifth, we must be committed to multilateralism. Sixth, we must be committed to the principle of common but differentiated responsibilities. These "six principles" reflect President Xi Jinping's vision for mankind to deal with climate change, properly handle the relationship between man and Nature, and achieve sustainable development for all mankind, and demonstrate China's broad pattern of participation in global climate and environmental governance. President Xi Jinping started from the harmonious coexistence of man and Nature and called on the international community to take responsibility and work together to build a community of life for man and Nature. This "China Proposal" is put forward by President Xi at the height of the future and destiny of all mankind and from a sense of responsibility to the people of the world and future generations to strengthening global environmental governance, and it charts the course for a clean and beautiful world for global environmental governance at a critical point.
Ma Zhaoxu expressed, China has never been absent in response to global climate change. As a participant, contributor, and leader in advancing global ecological progress, China has made unremitting efforts to build a community of life for man and Nature with practical actions. China will strive to achieve the peak of carbon emissions by 2030 and carbon neutrality by 2060. It is a major strategic decision based on promoting the building of a community with a shared future for mankind and achieving sustainable development. The time from carbon peaking to carbon neutrality in China's commitment is far shorter than the time taken by developed countries. The series of new measures announced by President Xi are tangible and high in value, which reflects China's firm determination and responsibility to tackle climate change. The important speech of President Xi opens a new journey for China to implement the concept of a community of life for man and Nature and advance global environmental governance. China will thoroughly implement Xi Jinping Thought on Ecological Civilization, and work with other countries to promote the building of a community of life for man and Nature.
Xie Zhenhua said, climate change is an urgent and serious threat to the survival, development and security of mankind. It requires all countries to work together to deal with it. It is necessary to establish a new concept of innovative, coordinated, green, open and shared development, and promote the "green recovery" of the world economy, bringing together sustainable development forces. China attaches great importance to climate change work and international cooperation, and has played an important role in pushing for the conclusion and entry into force of the Paris Agreement. In recent years, China has implemented a national strategy to actively respond to climate change and persisted in promoting green development and low-carbon transformation, which has laid a solid foundation for the implementation of the Paris Agreement. Despite the raging pandemic, declining economy, and huge challenges to people's livelihood across the world in 2020, China proposed the carbon peaking target and the carbon neutral vision, which greatly boosted the confidence of the international community and demonstrated China's firm determination and consistent position on the issue of climate change. At the summit, President Xi Jinping announced to the world China's ideas, goals and actions for actively responding to climate change, and proposed new measures to implement China's nationally determined contributions. We are confident that we will fully implement our commitment to addressing climate change and make important contributions to promoting the multilateral process of global climate governance and building a community with a shared future for mankind.
The briefing answered questions from reporters on the outcome of the summit, China-US climate cooperation, China's measures to address climate change challenges, the green Belt and Road, South-South cooperation on climate change, and carbon trading.
