On June 7, 2021, Vice Foreign Minister Ma Zhaoxu attended and addressed the 2021 International Exchange and Cooperation Forum on Qinghai Ecological Civilization.

Ma Zhaoxu said, since the 18th National Congress of the Communist Party of China (CPC), the CPC Central Committee with comrade Xi Jinping at the core put the construction of ecological civilization at important position, adhered to the path of green, low-carbon and sustainable development to prevent pollution, and coordinated the systemic governance of mountains, rivers, forests, farmlands, lakes, grasslands and deserts, which effectively controlled the soil and water loss, advanced the prevention and control of desertification and promoted the economic and social development and ecological and environmental protection. China has taken active measures to respond to climate change. On the basis of reaching the 2020 carbon emission target two years ahead of schedule, China strives to hit peak emissions before 2030 and achieve carbon neutrality by 2060, making new contribution to the global response to climate change.

Ma Zhaoxu stressed that, when President Xi Jinping attended and addressed the Leaders Summit on Climate not long ago, he comprehensively and systematically explained the concept of "building a community of life for man and nature" and put forward "six principles", which have pointed out the direction for mankind to tackle climate change and achieve sustainable development. Mankind shares the same home. The international community should uphold the vision of building a community with a shared future for mankind, work together to protect this blue planet and build a prosperous, clean and beautiful world. We should deepen global partnership for development, accelerate green transformation, and actively explore synergism between environmental protection and economic development, job creation and poverty alleviation. We should uphold the international system with the United Nations at its core, take the United Nations Framework Convention on Climate Change as the main channel, and implement the Paris Agreement on climate change in a complete and effective way. Developed countries should provide financial, technological and capacity building support for developing countries, remove green trade barriers, and help developing countries enhance their capacity and resilience to cope with climate change and achieve green development.

Ma Zhaoxu said, 2021 is the first year of China's 14th Five-Year Plan period. China will follow Xi Jinping Thought on Ecological Civilization, continue to develop green and ecological industries, and promote coordinated development in economic, social and environmental fields, so as to inject impetus into the implementation of the UN 2030 Agenda for Sustainable Development.

The theme of the forum is "Promoting New Green Development and Building a Community of Life for Man and Nature". The parties exchanged views on the achievements of ecological civilization construction and international ecological cooperation.
