On November 1, 2023, Vice Foreign Minister Ma Zhaoxu met with Executive Secretary of the Provisional Technical Secretariat (PTS) of the Preparatory Commission of the Comprehensive Nuclear-Test-Ban Treaty (CTBT) Organization Robert Floyd.

Ma Zhaoxu said, China actively implements the Global Security Initiative proposed by President Xi Jinping, advocates the vision of common, comprehensive, cooperative and sustainable security, adheres to true multilateralism, pursues a national defense policy that is defensive in nature and a nuclear strategy of self-defense, and remains committed to supporting the international nuclear arms control treaty system. China is ready to strengthen cooperation with the PTS and make new contributions to upholding the purposes and objectives of the CTBT and advancing the preparatory work for the implementation of the CTBT.

Robert Floyd said, the PTS attaches great importance to China's status and role, appreciates China's political and technical support for the CTBT, and stands ready to deepen cooperation with China in preparation for the implementation of the CTBT and promote the early entry into force of the CTBT.
