On November 13, 2025, Assistant Foreign Minister Liu Bin met with Russian Ambassador to China Igor Morgulov.

Liu Bin stated that not long ago, with the joint efforts of both China and Russia, the 30th regular meeting between the Chinese and Russian heads of government was successfully held in Hangzhou. This meeting is of great significance for promoting the implementation of the common understandings reached by the two heads of state and for coordinating practical cooperation between both sides, yielding many new achievements. China is willing to work with Russia to take this opportunity to continuously elevate the strategic coordination and comprehensive cooperation between the two countries to new heights.

Igor Morgulov expressed gratitude to the Chinese side for the warm reception provided to the Russian delegation during the regular meeting between the Russian and Chinese heads of government. The Russian side highly appreciates the outcomes of Prime Minister Mikhail Mishustin's visit, and welcomes and looks forward to Premier Li Qiang's visit to Russia for the 24th Meeting of the Council of Heads of Government of Member States of the Shanghai Cooperation Organization.

The two sides also exchanged views on other issues of common concern.
