Wang Yi Holds Talks with Minister for Foreign Affairs, European Union and Cooperation of Spain José Manuel Albares Bueno

On October 15, 2025, Member of the Political Bureau of the CPC Central Committee and Foreign Minister Wang Yi held talks with Minister for Foreign Affairs, European Union and Cooperation of Spain José Manuel Albares Bueno in Hangzhou.

Wang Yi stated that the development strategies of China and Spain are compatible, and the cooperation between the two countries has yielded fruitful results. China appreciates the Spanish government's pursuit of a positive and pragmatic policy of friendship toward China, which meets the trend of the times and serves the fundamental interests of Spain and its people. Strengthening cooperation with China will contribute to safeguarding international peace, injecting new momentum into promoting global economic development, and building greater consensus in addressing global challenges. In the face of interwoven changes and turbulence in the current international landscape, as two major civilizations, China and Spain can draw on experience and wisdom from history, view and develop bilateral relations from a long-term and strategic perspective, build a more strategically resilient China-Spain comprehensive strategic partnership with stronger development vitality, and set an example of mutual respect and win-win cooperation between countries that rise above differences in history, culture, system and path.

Wang Yi noted that this year marks the 20th anniversary of the establishment of the comprehensive strategic partnership between China and Spain, making it the right time to deepen bilateral relations. China is ready to work with Spain to earnestly implement the important common understandings reached by the leaders of the two countries, make good preparations for the important high-level exchanges in next phase, firmly uphold mutual understanding and support, and promote industrial transformation and upgrade through green and digital empowerment. China welcomes Spanish companies to seize the opportunities presented by China's vast market, continue investing and flourishing in China. The two sides can also strengthen exchanges and cooperation in the fields of education, culture, and tourism, deepen mutual understanding among the peoples, and consolidate the foundation of public support. China is ready to extend the visa-free policy for Spain, and welcomes more Spanish friends to visit China and understand a true China with its multiple facets and progress. Both China and Spain support multilateralism and are committed to maintaining world peace. The two countries should enhance multilateral cooperation, uphold the purposes and principles of the United Nations (UN) Charter, safeguard the UN-centered international system, and work together to build a more just and equitable global governance system. China welcomes Spain's active support for the Global Governance Initiative put forth by President Xi Jinping.

Wang Yi noted that this year marks the 50th anniversary of the establishment of diplomatic relations between China and the European Union (EU). The 50 years of China-EU relations have been a success story of mutual achievement and win-win cooperation. Those with shared ideals are partners, and those who seek common ground while reserving differences are also partners. Under the current circumstances, China and the EU should all the more uphold their partnership, respect each other, strengthen communication, enhance mutual trust, and jointly address various challenges. Wang Yi expressed the hope that Spain will play a more active role in promoting the sound and stable development of China-EU relations.

José Manuel Albares Bueno stated that over the 20 years since the establishment of the comprehensive strategic partnership between Spain and China, bilateral relations have continued to develop, and practical cooperation in various fields has achieved significant results, contributing to their respective development. As a major country with global importance and a permanent member of the UN Security Council, China plays a pivotal leading role in tackling climate change and safeguarding world peace. Spain appreciates China's remarkable achievements in development, highly values China's international standing and important role, and prioritizes deepening the comprehensive strategic partnership with China in its diplomacy. Firm adherence to the one-China policy is an established principle of the Spanish government and will never waver. King Felipe VI will pay a state visit to China, which will mark a milestone in the history of Spain-China relations. Spain looks forward to working with China to ensure the complete success of the upcoming visit and to take this opportunity to further expand exchanges and cooperation in areas such as economy, trade, investment, culture, education, and tourism. Spain welcomes more Chinese enterprises to invest and do business in the country. The ideas of peace and multilateralism embodied in the major global initiatives put forth by President Xi Jinping are fully aligned with Spain's stance. Spain is willing to work with China to uphold multilateralism, oppose unilateralism, maintain the international trade order and rules, and make joint efforts to promote world peace and address global challenges such as climate change. The EU and China adhering to dialogue and cooperation is in the interests of both sides, and Spain is willing to play a constructive role in this regard.

The two sides also had an in-depth exchange of views on the Ukraine crisis, the Middle East peace process, and other international and regional issues of common concern.
