Wen Jiabao Holds Talks with Thai Prime Minister Surayud Chulanont

On May 28, 2007, Chinese Premier Wen Jiabao held talks with visiting Thai Prime Minister Surayud Chulanont at the Great Hall of the People. Wen said the two countries are friendly neighbors. Since the establishment of diplomatic ties 32 years ago, the two countries have always been developing bilateral friendly cooperative ties based on the Five Principles of Peaceful Coexistence. Such relations are good enough to serve as a model for good-neighborliness and mutual trust, he said. Wen said China-Thailand relations have always been developing ahead of China's ties with other member countries of the Association of Southeast Asian Nations (ASEAN). In 1999, the two countries took the lead in signing a joint statement on the cooperation plan in the 21st century. During Surayud's current visit, the two countries would also take the lead in signing the Joint Action Plan on China-Thailand Strategic Cooperation, which would set detailed goals for future cooperation and have a positive effect on China's relations with other ASEAN member countries, he added. Wen said the Chinese government attaches great importance to ties with Thailand and hopes to promote bilateral ties in the following five aspects. First, maintaining high-level visits, especially timely communication on major bilateral and international issues. Second, enhancing trade relations. Wen urged both sides to give full play to the existing mechanisms including the joint cooperation committee on economy, trade and investment, plan and guide bilateral trade cooperation and strive to fulfill the trade target of 50 billion US dollars by 2010. Third, expanding cooperation in education, culture and public health. He suggested the two countries discuss and sign an agreement on education cooperation and encourage technological cooperation between the health agencies of the two countries on disease prevention. Fourth, promoting relations between border cities through the Yunnan-Northern Thailand Working Group and other regional cooperation mechanisms. Fifth, strengthening cooperation in defense and fighting drugs. With regard to regional cooperation, Wen said China supported the ASEAN plus China, Japan and the Republic of Korea (10+3) as the major channel to promote the east Asia cooperation, and supported the second joint statement on east Asia cooperation in the upcoming summit meeting at the end of this year, so as to push the "10+3" cooperation to a new level. He reaffirmed China is ready to work with other nations to promote a sound development of regional organizations, such as the Asia Pacific Economic Cooperation forum, the Asia Cooperation Dialogue, the Mekong Sub-regional Cooperation and the ASEAN Regional Forum, so as to contribute to regional stability and prosperity. Surayud said the Thai royal family, government and people hold friendly feelings towards the Chinese government and people and the two countries share close ties. He noted during his current visit, the two countries would sign the Joint Action Plan on China-Thailand Strategic Cooperation, which showed the common will of the two countries to enhance comprehensive strategic cooperation. He expressed hope that the relevant agencies of the two countries will strengthen coordination and implement the action plan, so as to push for greater development of bilateral friendship and cooperation. Surayud agreed with Wen's proposals on advancing strategic cooperation, indicating that Thailand would strengthen exchanges at all levels, build friendship between the two peoples, and expand economic and trade cooperation to achieve development goals on trade, investment and tourism set at the second meeting of joint committee. He pledged that Thailand stands ready to strengthen cooperation with China on technology, transportation, shipping and logistics. The Thai prime minister encouraged Chinese companies to join in the construction of roads, railways and industrial zones in Thailand to keep closer mutually beneficial cooperation between the two countries' businesses. He said Thailand would actively participate in the World Expo in Shanghai 2010, emphasizing that deepening Thailand-China strategic cooperative relations conforms to common interests of the two peoples and Thailand is ready to work with China to push for bilateral ties. Following the talks, the two leaders attended a signing ceremony of several documents including the Joint Action Plan on China-Thailand Strategic Cooperation. Prior to the talks, Premier Wen held a welcome ceremony for Surayud's visit. Vice Chairman of the Central Committee of China Democratic National Construction Association Zhu Xiangyuan, Vice Foreign Minister Dai Bingguo, Chinese Ambassador to Thailand Zhang Jiuhuan and other officials attended the ceremony.
