|Instructions for applying for a health code for those flying to China from Bulgaria|
With the spread of the "Delta" variant, the global epidemic situation of COVID-19 has become increasingly severe and the risk of cross-infection during international travel is growing. The Chinese Embassy in Bulgaria once again reminds everyone to continue to adhere to the principle of "non-essential, non-urgent, no travel" and avoid unnecessary long-distance or cross-border travel.
Starting from September 6, 2021 (including that day), the Chinese Embassy in Bulgaria will implement new requirements for passengers who truly need to fly from Bulgaria to China. If previous notices and supplementary explanations related to the health code application are inconsistent with this notice, this notice shall prevail.
1. Flight requirements
Bulgaria has not yet opened direct flights to China. All persons departing from Bulgaria and transiting to China via a third country are only allowed to transit once, otherwise a health code will not be issued.
2. Pre-departure quarantine and testing requirements
(1) Pre-departure quarantine
Everyone who goes to China should strictly observe indoor quarantine and self-health monitoring for 14 days before departure, without going out except for necessary tests, and fill in the "Self-Health Monitoring Form" as required.
(2) Testing requirements
All passengers traveling from Bulgaria to China must apply for a health code from the Chinese Embassy in Bulgaria with the negative results of the PCR and serum-specific IgM antibody test (hereinafter referred to as "double test") within 48 hours before the departure of the first flight of the itinerary. They must complete the "double test" at a designated testing lab and apply for a health code before the second flight of the itinerary, in accordance with the requirements of the Embassy or Consulate in the transit country. If anyone fails to apply for the health code for the first leg of the itinerary in the Chinese Embassy in Bulgaria as required, the Chinese Embassy or Consulate in the transit country will not review and issue a health code for the second leg of the itinerary.
During the "double test" process, please follow the following specifications and instructions: In nucleic acid test, the sampling method should be throat swab or nasopharyngeal swab, and the test method should be real-time fluorescent RT-PCR method.
When testing serum-specific IgM antibodies, the sampling method should be to draw venous blood, and the test results report must also include the words Serum, IgM, Venous, etc. Tests done with fingertip blood will not be accepted. The preferred test method is chemiluminescence (quimioluminiscencia), or enzyme-linked immunoassay (ELISA). The test report must clearly reflect the relevant sampling method, test method and test results, and include the complete information of the test agency. The personal identification number on the test report must be the passport number.

3. Health Code application method
(1) For Chinese citizens, please apply for a health code through the international version of the epidemic prevention health code mini program. For foreign citizens, please visit the website: https://hrhk.cs.mfa.gov.cn/H5/ or use mobile phone to scan the QR code below to enter the login interface. Please use email to register the account, and fill in the information item by item to apply for the Health Declaration code.
(2) Please make sure to fill in each item truthfully and upload:
1. Double test result reports within 48 hours before boarding;
2. Self Health Monitoring Form;
3. Those who have been vaccinated must provide vaccination certificates and fill in the "Letter of commitment on COVID-19 vaccination";
4. The information page of their valid international travel document, Bulgarian visa or residence card, and the border inspection stamp for the last entry into Bulgaria;
5. Full flight ticket itinerary.
The Embassy will approve the health code as soon as possible after receiving the test report, even during weekends and holidays. Please wait patiently for the review results, and do not call or email for inquiries, so as not to occupy work resources, interfere with the review process.
4. Vaccinated persons, application for health code
(1) Persons who received inactivated vaccines
For those who have completed the vaccination (the number of injections required for full vaccination), the "double test" can only be carried out 14 days after vaccination. If both nucleic acid and IgM antibody tests are negative, they can apply for a health code. If the nucleic acid is negative and the IgM antibody is positive, they must truthfully fill in the vaccination status information and upload the vaccination certificate and "Letter of commitment on COVID-19 vaccination" .
(2) Those who received non-inactivated vaccines
Those who have completed the vaccination (the number of injections required for full vaccination) can only be tested for nucleic acid and IgM antibodies against the N protein 14 days after vaccination, and apply for a health code with a double-negative test certificate. If the IgM antibody test is positive and the designated testing lab cannot perform the IgM antibody test against the N protein, the person must perform a lung CT or X-ray examination at a local qualified hospital and sign a "Letter of commitment on COVID-19 vaccination". The lung CT or X-ray diagnosis certificate issued by the hospital must clearly indicate "not infected with COVID-19".
If all the doses required for vaccination are not completed (for example, 2 doses are required but only 1 dose is received), it shall be deemed as not being vaccinated. In principle, applicants should complete all doses of vaccination before applying for a health code.
People who have been infected with COVID-19 and thus only receive one shot of vaccine according to local vaccination procedures, before applying for the health code, must get tested as a person with a history of infection and submit the test results to the Embassy. After obtaining the "confirmed recovery" review and monitoring for 14 days of normal health, they can apply for a health code as a vaccinated person.
5. Health code application for people with a history of infection, close contact, etc.
(1) Persons with history of infection
If any of the results of PCR nucleic acid test, IgM (including N protein test), and IgG antibody test are positive (except for IgM and IgG antibody which are positive due to COVID-19 vaccine), but there is a real need to apply for a health code to go to China, please follow the procedures below :
a) After the PCR turns negative, perform two PCR tests at a lab designated by the Chinese Embassy and obtain two negative reports (with at least 24 hours apart between sampling).
b) After the PCR turns negative, perform a lung CT or X-ray diagnosis, and obtain a report from the hospital. The report should state whether the subject's lungs are inflamed and clearly indicate "not infected with COVID-19" or "have been cured after being infected with COVID-19 ", otherwise it will be deemed invalid. There is no mandatory requirement on the time sequence between this test and the above two nucleic acid PCR tests.
c) Send the lung CT or X-ray diagnosis certificate issued by the hospital and the two negative PCR test result reports (within 3 days after the second nucleic acid test is completed) via email to firstname.lastname@example.org, with the subject of the email marked as "name + Confirmation of recovery application".
d) After receiving a reply from the Chinese Embassy in Bulgaria and passing the "confirmed recovery" review, a 14 days health monitoring is required. If your health is normal, you can arrange a trip to China. Before boarding, you still need to perform double tests within 48 hours before boarding in accordance with the requirements of the Chinese Embassy, and apply for a health code with the negative result.
e) Pregnant women or those who are not suitable for lung CT or X-ray diagnosis can be exempted from this test with a certificate.
(2) People who have been in close contact
Those who have been in close contact with confirmed cases, suspected cases or asymptomatic cases should quarantine and monitor for health for 14 days. PCR tests are to be carried out on the 1st, 4th, and 7th days of the monitoring period. If the results are all negative, they can apply for a health code with negative double test reports for PCR and serum IgM antibodies within 48 hours before boarding after the end of the quarantine.
For example: if the last contact with a confirmed case, suspected case, or asymptomatic infected person without effective protection is September 1, then three PCR tests should be performed on September 2, 5, and 8. If the results are all negative, they can apply for a health code with a "double negative" test certificate within 48 hours before boarding after the end of the quarantine on September 15.
(3) Persons with suspected symptoms
If they have fever, cough, diarrhea and other suspected symptoms within the 14 days before applying for a health code, or they are denied boarding by the airline due to high body temperature, suspected symptoms, etc., the Embassy will not issue a health code. Applicants are required to undergo a 14-day quarantine and health monitoring. Nucleic acid tests must be carried out on the 1st, 4th, and 7th days of the monitoring period, and the results must all be negative. Then they can apply for a health code with a double-negative test certificate for PCR and IgM antibodies within 48 hours before boarding after the end of the quarantine.
(4) Disembarking crew
The ship crew who intends to take a Bulgarian flight to China should be quarantined indoors for at least 14 days in Bulgaria. The shipping company needs to issue a letter of commitment or related certification for quarantine management. If there is no abnormality during the quarantine period, they can apply for a health code with a double-negative test certificate for PCR and IgM antibodies within 48 hours before boarding after the end of the quarantine..
6. Relevant instructions
(1) The "health code" in this notice refers to the green code with the HS logo (applicable to Chinese citizens) and the green code with the HDC logo (applicable to foreign citizens). Only for boarding.
(2) The "within 48 hours before boarding" in this notice is calculated from the date of testing and sampling, and is not accurate to the hour. For example, if passengers board the plane on September 7, they should submit a double test report with a sampling date between September 5 (included) and September 7.
(3) The starting time for health monitoring, etc. does not include the day of flight departure. For example, if the flight departure time is September 15th, the health monitoring should start on September 1st.
(4) Special reminder to those who transit to China via a third country. They must understand the transit visa, quarantine, testing, and health code requirements and issuance regulations of the transit country before departure, and fully understand the boarding requirements from the flight operator so as not to affect the itinerary.
The Chinese Embassy in Bulgaria will continue to strictly examine, approve and issue health codes in consideration of the applicant's relevant circumstances. All persons going to China should consciously abide by the relevant regulations on epidemic prevention and control and truthfully submit relevant materials such as test reports. For those who conceal the condition of illness, tamper with the test report, fail to comply with the quarantine requirements, or provide false information, they will not be able to obtain a health code or health status statement. Those who violate the law will be held accountable.
