Your Royal Highness Princess Hajah Masna, Ambassador-at-Large of the Ministry of Foreign Affairs of Negara Brunei Darussalam

Distinguished Members of the Legislative Council, senior officials of the Bruneian Government,

Pengiran Pengiran, Pehin Pehin, Dato Dato, Datin Datin,

Dear compatriots, distinguished guests, friends from media,

Good afternoon everyone.

This year carries special significance in the history of China-Brunei relations, as it not only marks the 72nd anniversary of the founding of the People's Republic of China (PRC), the centenary anniversary of the founding of the Communist Party of China (CPC), but also the 30th anniversary of the establishment of diplomatic relations between China and Brunei, and the 30th anniversary of the establishment of dialogue relations between China and ASEAN. Chineese President Xi Jinping and Sultan of Brunei Hassanal Bolkiah exchanged congratulatory messages today. Due to the COVID-19 pandemic, we chose to celebrate this joyous moment together with you in the form of a virtual reception. On behalf of the Chinese Embassy in Brunei, I would like to express our appreciation to Your Royal Highness Princess Hajah Masna for gracing today’s event as the Guest of Honor. And a warm welcome to all friends joining us virtually today.

Over the past hundred years, the Communist Party of China has led the Chinese people onto the path towards national rejuvenation and modernization, and it enjoys extensive support from the Chinese people. Since the founding of the People’s Republic of China 72 years ago, especially since the reform and opening-up, through unremitting efforts, it is now the world's second largest economy, growing in composite strength and international standing. It has thriving cosmopolitan cities, beautiful and harmonious countryside, advanced infrastructure, a safe and convenient transport network, a dynamic market, and a stable and orderly society. People’s livelihood has improved significantly in today’s China, with the world's largest social security network in place. Its people are working towards the Second Centenary Goal.

The socialist democracy practiced by China is a whole-process democracy and the most representative democracy. It embodies the will of the people, fits the country's realities and is thus endorsed by the people. The Chinese people value and uphold freedom. They enjoy true, comprehensive and extensive freedom. While pursuing their own individual freedoms, they also work to promote common prosperity, development, social harmony and stability. China maintains long-term social harmony and stability, and its people live in peace and contentment in a country widely recognized as one of the safest in the world. Recently, Hong Kong Special Administrative Region held its first elections after the measures Chinese central authorities took firmly to improve its electoral system and to implement the principle of "patriots administering Hong Kong", ushering in a new era in Hong Kong. After Huawei CFO Meng Wanzhou regained her freedom and returned home, she said, where there is a five-star red flag, there is a beacon of faith. The Chinese government has gained very high degree of support from its people.

In the face of the COVID-19 pandemic, with the decisive measures that the Chinese government has taken, the life and safety of its people was ensured, social production quickly recovered, and people’s day-to-day life resumed as normal. Presently, over 70% of the 1.4-billion population is fully vaccinated in China. In 2020, China was the world's only major economy to have registered positive growth in foreign trade in goods. In the mean time, China has become the largest trading partner of more than 120 countries and regions. In the first half of 2021, the GDP of China increased 12.7% year on year, and the average two-year growth was 5.3%. The actual use of foreign capital, the total retail sales of consumer goods and the total value of imports and exports of goods all achieved substantial year-on-year increase.

China adheres to an independent foreign policy of peace, develops friendly cooperation with other countries on the basis of the Five Principles of Peaceful Coexistence, and actively promotes the building of a community with a shared future for mankind. Since the founding of the PRC 72 years ago, China has provided aid to 166 countries and international organizations, and established partnerships with 112 countries and regional organizations. China is committed to mutual beneficial and win-win cooperation, and rigorously promotes the Belt and Road Initiative. China’s annual average contribution to global economic growth has stayed above 30% for many consecutive years. In the face of the COVID-19 pandemic, China has launched a global emergency humanitarian campaign of a scale unseen since the founding of the PRC. As of early September, China provided more than 200 countries and jurisdictions with such supplies as masks, protective suits and testing kits, and also facilitated their purchases of anti-virus products. China has already provided more than 1.25 billion doses of finished and bulk vaccines to over 100 countries worldwide and the COVAX facility, the largest amount in the world. China will donate another 100 million doses vaccines to other developing countries before the end of this year, with a total number of two billion doses in the course of this year. Among which, China has already contributed a total of 360 million doses of COVID-19 vaccines to ASEAN member countries. Besides, China has built or is building bulk vaccine filling bases in 15 countries to turn them into local vaccine production centers.

30 years ago, with the formal establishment of diplomatic relations between the People’s Republic of China and Brunei Darussalam, the friendship with a long history between two countries has ushered in a new chapter of the times.

China and Brunei adhere to the principles of mutual respect and non-interference in each other’s internal affairs. A number of Chinese state leaders have visited Brunei Darussalam, and His Majesty the Sultan of Brunei Darussalam has visited China or come to China to attend international conferences for 12 times. China-Brunei relations were upgraded to a strategic partnership of cooperation when Chinese President H.E. Xi Jinping visited Brunei in 2018. China appreciates that Brunei has always upheld One China policy. The two countries jointly promote all-round cooperation under the Belt and Road Initiative and established a Joint Steering Committee between both governments. State Councilor and Defense Minister H.E. Wei Fenghe visited Brunei in September last year, State Councilor and Foreign Minister H.E. Wang Yi visited Brunei in January this year. On 23 September, H.E. Li Zhanshu, Chairman of the Standing Committee of the National People's Congress, held a virtual meeting with YB Pehin Dato Abdul Rahman Taib, Speaker of the Legslative Council of Brunei. China actively supports Brunei in assuming the rotating chairmanship of ASEAN and looks forward to working with Brunei to further promote China-ASEAN relations and East Asian cooperation for bigger contributions to the regional peace, stability and prosperity.

China and Brunei have been extending each other support and solidarity in this trying time. A friend in need is a friend indeed. Since the onslaught of the pandemic, the support and sympathy from the Bruneian government, royal family, ordinary people and social organizations to the Chinese government and its people has greatly boosted the confidence of the Chinese people in overcoming the difficulties. The Chinese central government, local governments, armed forces, businesses, and the Chinese Embassy in Brunei came forward with anti-pandemic supplies and funds for Brunei. China has donated two batches of 152,000 doses of Sinopharm vaccines in total. Chinese businesses offered technical support and assistance to Brunei’s fight against the pandemic. Chinese company BGI responded swiftly to the request of the Bruneian government in setting up the first mobile inflatable Huo Yan lab in the Southeast Asia and dispatched expert team to fight alongside Bruneian frontliners. Municipal government of Nanjing, the sister city of Bandar Seri Begawan, reached out twice with anti-pandemic supplies to the Bruneian government.

China and Brunei have been working together to achieve mutual benefits and win-win cooperation. The economic and trade exchanges have achieved great progress. China has become Brunei's third largest trading partner and the biggest source of foreign direct investment in recent years. From January to August this year, the bilateral trade volume stood at US$1.83 billion, up 43.2% year-on-year. Hengyi Industries has extended Brunei’s downstream oil and gas industrial chain and become a new engine boosting local employment and spurring economic growth. The Brunei-Guangxi Economic Corridor (BGEC) is a major economic cooperation platform for China and Brunei. The bridges, highway, dam, projects constructed or co-constructed by Chinese enterprises, have made important contributions to local infrastructure and connectivity. Bilateral cooperation in civil aviation, healthcare, culture, tourism, sports, education, judiciary and other areas have been deepened continuously.

China and Brunei have worked hand in hand for 30 years. The remarkable achievements in the development of bilateral relations should be ascribed to guidance and personal care of both state leaders, to the joint efforts of both governments, and to the participation of all walks of life of both countries and the support of our peoples. Taking opportunity of the 30th anniversary of the establishment of China-Brunei diplomatic relations, I would like to extend my heartfelt appreciation to Your Royal Highness Princess Hajah Masna for your yearslong significant contributions in promoting our relations and advancing people-to-people exchanges. Your Royal Highness visited China 12 times during the years, to many different places such as Beijing, Jiangsu and Xinjiang. With deep friendship with Chinese leaders and Chinese people over the years, Your Royal Highness were awarded the “Friendship Ambassador” by the Chinese side. Let me once again express our high respect to Your Royal Highness. In the meantime, I would also like to extend our sincere appreciation to friends from all walks of life for your continuous care and support to China’s development and China-Brunei friendly cooperation. On hehalf of the Chinese Embassy,I wish to express our thanks to all front-liners and volunteers for all your dedication to the fight against pandemic. 祝广大在文同胞国庆节快乐!

China-Brunei relations are now at a new starting point. Let us join hands to further deepen and promote our cooperation for bigger progress, and together, usher in the new glory for the next 30 years of China-Brunei friendship.
