Notice on the Application of the Green Health Code for Passengers flying from Vietnam to China

Ⅰ. General Requirements

All Chinese and foreign passengers bound for China from Vietnam are required to take nucleic acid and Immunoglobulin M (IgM) anti-body testes at a medical institution designated or recognized by the Chinese embassy/consulates in Vietnam and apply for the green health code before boarding the flight.

Ⅱ. Test Time

Samples for nucleic acid and IgM anti-body tests should be collected within 2 days before boarding. For e.g., if the flight is on 3rd October, the test should be done no earlier than 1st October.

Ⅲ. Medical Institution

Medical institutions designated/recognized by the Chinese embassy/consulates in Vietnam are as follows:

Ⅳ. For passengers departing from Vietnam

1. Complete sample collection for nucleic acid and IgM anti-body tests within 2 days before boarding and upload the test results to the Chinese embassy/consulates in Hanoi, Ho Chi Minh City or Da Nang to apply the green health code.

2. Valid Vietnamese visas or residence permits should be uploaded together with tests results and identity.

3. Applicants from Chinese enterprises/projects in Vietnam should complete self-quarantine for at least 21 days before boarding. Those in Vietnam for temporary business trips should complete self-quarantine for at least 14 days before boarding. All applicants are required to upload the Letter of Commitment on Self-quarantine stamped by enterprises/companies.

4. Seafarers bound for China from Vietnam via flight should complete self-quarantine ashore for at least 14 days before sample collection for nucleic acid and IgM anti-body tests. Seafarers ashore are required to upload the Confirmation Letter on Self-quarantine for Seafarer(Attachment 1) stamped by a shipping company.

5. Applicants having received all required doses of Covid-19 vaccines for more than 14 days are regarded as vaccinated. Those who only get 1 out of 2 doses or get 2 doses on the same day are NOT regarded as vaccinated. Applicants vaccinated are required to board the plane 14 days after the last dose of vaccine. Application for the health code will not be approved if the date of receiving the last dose is less than 14 days away from boarding, even if the nucleic acid and IgM anti-body tests results are negative.

If the IgM anti-body test result is positive, please upload the certificate of Covid-19 vaccination.

6. Applicants infected with Covid-19 before refer to cases confirmed at a medical institution; those whose nucleic acid test, IgM (not caused by vaccination) or IgG anti-body test is positive (either one testing positive will count). These applicants are required to provide a diagnosis certificate of pulmonary CT/X-ray scan issued by a local hospital and nucleic acid test results with samples collected 2 times with an interval of at least 24 hours. Tests results should be sent to the email boxes of Chinese embassy/consulates within 3 days after the second nucleic acid test. Upon reply from the Chinese embassy/consulates, one needs self-quarantine for 14 days before applying for the green health code.

7. Embassy/Consulates of China in Vietnam will not issue health code for passengers transiting via a third country, Hongkong SAR, Macao SAR or the Taiwan province of China. Please choose direct flight to China. Consequences like getting repatriated or stranded at the airport, and economic losses caused by transit will bear on the individual.

Ⅴ. For passengers transiting via Vietnam

Strict visa and entry policies are implemented now in Vietnam, foreigners without valid visa cannot enter Vietnam. In addition, airports in Vietnam do not provide nucleic acid and IgM anti-body tests. Passengers transiting via Vietnam will face high risk of getting stranded. Therefore passengers departing from a third country are advised not to transit via Vietnam.

Ⅵ. Procedure of applying for the green health code

All Chinese and foreign passengers need to upload photos of their valid identity, residence permit and negative nucleic acid and IgM anti-body tests results to the WeChat Health Code app (Attachment 2) or via website https://hrhk.cs.mfa.gov.cn/H5/. Then they will get the green health code with the "HS" or "HDC" mark after approval from the Chinese embassy/consulates. Passengers must present the green code within its validity to the airlines flying directly to China before boarding.

Ⅶ. Reminder

1. Given the potential risk of Covid-19 and travel cost, please stick to the principle of Do Not Travel Unless Urgent or Necessary. If you must go to China via flights, please avoid unnecessary out-door activities after medical tests, be aware of personal hygiene and self protection, thus lowing the risk of getting infected before boarding.

2. Embassy/Consulates of China arrange staff on issuing the health code everyday, including weekends and holidays. Applicants will get feedback within 12 hours after uploading. Please be patient and check updates constantly. No need to call or send emails repeatedly after uploading.
