Vice Foreign Minister Xie Feng: Building a Human Community with a Shared Future is the Right Path for the World

On November 2, 2022, when Vice Foreign Minister Xie Feng attended the "Global Insight into Enterprises Directly under the Central Government" event, and delivered a keynote speech, sharing with foreign diplomatic envoys to China his perceptions and thoughts on studying the guiding principles of the 20th CPC National Congress, he said that the world, our times and history are changing in ways like never before. The world has once again reached a crossroads in history, and its future course will be decided by the people all over the world. China's choice given at the 20th CPC National Congress is promoting world peace and development and building a human community with a shared future.

Xie Feng said that building a human community with a shared future is the right path for the world. General Secretary Xi Jinping solemnly declared that China will advance the building of a world that enjoys lasting peace through dialogue and consultation, a world that enjoys universal security through joint contribution and shared benefits, a world that enjoys common prosperity through win-win cooperation, an open and inclusive world through exchanges and mutual learning, and a clean and beautiful world through green and low-carbon development.

Xie Feng said that opening-up is an essential requirement for building a human community with a shared future. China is the staunchest advocate and also a down-to-earth practitioner. Even though some countries close their markets to us and restrict Chinese investment under the pretext of so-called national security, we are still committed to opening up. Over the past 10 years, the number of free trade agreements that China has signed with foreign countries increased from 10 to 19, and the total foreign trade volume increased from 4.4 trillion U.S. dollars to 6.9 trillion U.S. dollars, making China a major trading partner of more than 140 countries and regions. All four sessions of the China International Import Expo have been successful with intended deals worth 270 billion U.S. dollars. 21 pilot free trade zones and the Hainan Free Trade Port have been set up, and the items on the negative list for foreign investment shortened from 190 to 27. Over the past 10 years, the capital stock of China's FDI abroad has soared from less than 0.6 trillion U.S. dollars to over 2.7 trillion U.S. dollars, and China's annual FDI in actual use has hit 1.15 trillion yuan, up from 700 billion yuan. In 2021, up to 48,000 new foreign-invested enterprises were set up in China, nearly double the number in 2012.

On the eve of the 20th CPC National Congress, relevant departments of China issued Several Policies and Measures on Increasing the Inflow of FDI, Stabilizing the Stock of FDI and Improving the Quality of FDI Utilization with a Focus on Manufacturing, making every effort to address the prominent problems facing foreign-invested enterprises in China. This document has put forward 15 specific measures, such as implementing the post-establishment national treatment for foreign investors at a high standard, facilitating the exchange of international business personnel, enhancing the unimpeded flow of freight logistics, and strengthening financial support for foreign-invested enterprises. China's door will open still wider and China's investment and business environment will only get better. The so-called claim that China will be "more closed" and "backpedal" couldn't be farther away from facts and is not in our interests.

Xie Feng said that opening-up should come both ways and cooperation should be mutually beneficial. Certain countries are keen to create exclusive cliques, stoke decoupling and breakage of industrial and supply chains, build "a small yard with high fences", push for "friend-shoring", form the Chip 4 Alliance, and conceive an exclusive economic framework. They attempt to gang up to contain and suppress China, which has severely impacted the normal development of the world economy and the security of the global supply chain. Taking China down will only be counterproductive. In 2021, the trade between the United States and China reached a record high of more than 750 billion U.S. dollars, a 28.7 percent increase over the previous year. Tesla opened a showroom in Xinjiang, and Germany's Volkswagen AG announced an investment of 2.4 billion euros in China in October this year. These fully reflect that people from all walks of life, including the business community, have a discerning eye, the law of the market is powerful, and the concept of win-win cooperation is deeply rooted in the hearts of the people.

Xie Feng said that Belt and Road cooperation is an important platform for practicing building a human community with a shared future. China has signed over 200 Belt and Road cooperation documents with over 170 countries and international organizations. Thanks to the Belt and Road Initiative, East Africa and Cambodia have their expressways, the China-Laos Railway, the cross-sea bridge in the Maldives and the Peljesac Bridge in Croatia have been completed and opened to traffic, and steady progress has been made in the construction of the Hungary-Serbia Railway, the China-Thailand Railway and other projects. The Jakarta-Bandung High Speed Railway is Southeast Asia's first high-speed railway, with a designed top speed of 350 kilometers per hour. With more than 90 percent of the civil works completed at present, it is expected to be put into commercial operation in June of next year. By the end of last year, overseas economic and trade cooperation parks built by Chinese companies in partner countries have created more than 340,000 jobs for local people. To build a human community with a shared future, China has put forward the Global Development Initiative and the Global Security Initiative, which have received positive responses from the international community. Going forward, we are ready to continue to work together with the international community to achieve more tangible results.
