On December 2, 2021, Vice Foreign Minister Le Yucheng said during his video consultations with Russian Deputy Foreign Minister Morgulov Igor Vladimirovich that, as this year marks the 20th anniversary of the signing of the China-Russia Treaty of Good-Neighborliness and Friendly Cooperation, President Xi Jinping and President Vladimir Putin decided to extend the treaty, pushing China-Russia relations to a higher starting point. Against a backdrop of profound changes and a pandemic unseen in a century as well as complex international situation, the two countries, as each other's diplomatic priority, strategic anchor, development opportunity and global partner, are committed to the consensus of "a four-point agreement on showing firm support for each other's efforts", resolutely oppose interference in the internal affairs of the two countries and attempts to "put wedges" between the two countries by external forces. The content of China-Russia comprehensive strategic coordination has been even richer.

Le Yucheng pointed out that there is no limit to the friendship, no forbidden zone to the cooperation and no ceiling to the mutual trust between China and Russia. China will further strengthen strategic communication and coordination with Russia, and jointly stop the cross-border spread of COVID-19 to ensure the safe and orderly exchange of personnel and trade between the two countries. China will effectively implement the alignment of the Belt and Road cooperation with the Eurasian Economic Union, continue the cooperation situation of China-Russia Year of Scientific and Technological Innovation and nurture new growth drivers of cooperation. China will also take the opportunity of the 25th anniversary of the establishment of the China-Russia Friendship Committee for Peace and Development in 2022 to promote people-to-people bonds for generations to come, further deepen the two countries' coordination and cooperation under the Shanghai Cooperation Organization (SCO) and other regional multilateral mechanisms, and join hands with Russia to safeguard peace and tranquility in the Asia-Pacific region. China will actively participate in the improvement of global governance, uphold the international system with the United Nations at its core and the international order based on international law, and contribute more positive energy to maintaining world peace and stability.

Morgulov said, at present, Russia and China have built an unprecedentedly high level of state-to-state relations that sets an example for the relations between countries in the 21st century. Russia speaks highly of the historical value and practical significance of the Russia-China Treaty of Good-Neighborliness and Friendly Cooperation, the extension of which has injected strong momentum into the development of bilateral relations in the new era. Russia stands ready to work with China to overcome the impact of the pandemic, remove external interferences, firmly deepen the cooperation in various areas, strengthen coordination under the SCO and other multilateral mechanisms and push the alignment and collaboration between the Eurasian Economic Union and the Belt and Road Initiative to new heights.
