中华人民共和国外交部礼宾司向各国驻华大使馆、各国际组织驻华代表机构致意并谨通知如下:
根据北京市人民政府一九九九年九月二十三日发布的《关于北京市第三阶段控制大气污染的通告》精神,自二〇〇〇年一月一日起,北京市区(城八区)内不再新增柴油车,也不再为新增柴油车上牌照。对原有的柴油车可以更新,但更新的柴油车必须达到北京市执行的轻型汽车排气污染物排放标准。请各馆在购置、运进车辆时遵守上述规定。

MOTOR VEHICLES IN BEIJING

The Protocol Department of the Ministry of Foreign Affairs of the People’s Republic of China presents its compliments to the Diplomatic Missions and Representative Offices of International Organizations in China and has the honour to inform the latter of the following:
In line with the spirit of the Circular Notice on the Third-Stage Air Pollution Control of Beijing Municipality issued by the People’s Government of Beijing Municipality on 23 September 1999, no more new diesel-engine automobiles shall be put to use in the city area (8 urban districts) of Beijing Municipality, and no license plate will be issued to such automobiles starting from 1 January 2000. The existing diesel-engine automobiles may be replaced by new ones, but the automobiles must meet the emission standards for light automobiles in force in Beijing. All Diplomatic Missions and Representative Offices of International Organizations in China are kindly requested to comply with the above-mentioned rules in the purchasing or bringing-in of automobies.
The Protocol Department of the Ministry of Foreign Affairs avails itself of this opportunity to renew to the Diplomatic Missions and Representative Offices of International Organizations in China the assurances of its highest consideration.
