中华人民共和国外交部礼宾司向各国驻华使馆、欧洲共同体委员会驻华代表团、联合国系统组织驻华代表结构致意，并谨就汽车运行有关安全技术条件提醒如下：
为保障交通安全，提高城市车辆安全技术状况，自一九八五年以来，中国公安交通管理部门对右置汽车一律不予发放牌证；对原已领取牌证的右置方向盘汽车不办理转籍、变更登记手续。

The Protocol Department of the Ministry of Foreign Affairs of the People’s Republic of China presents its compliments to the Diplomatic Missions, Delegation of the Commission of the European Communities and Offices of Organizations of the United Nations System in China and, has the honour to remind the latter of the following safety measures for vehicles in view of their technical conditions:
In order to ensure traffic safety and improve the safety of vehicles while traveling in urban areas in their technical conditions, the traffic control departments of the public security bureaux in China have, since 1985, not issued license plates to vehicles with a right wheel, nor have they processed and registered the cases concerning vehicle transfer or change of the user of a vehicle for those who had already got license plates for their right wheel vehicles.
The Protocol Department avails itself of this opportunity to renew to the Diplomatic Missions, Delegation of the Commission of the European Communities and Offices of Organizations of the United Nations System in China the assurances of its highest consideration.
