中华人民共和国外交部关于各国驻华使馆设置和使用供通讯用的无线电收发信机的规定

  一、根据《中华人民共和国外交部特权与豁免条例》关于使馆设置和使用供通讯用的无线电收发信机的有关条款,制定本规定。

  二、中华人民共和国政府按对等原则办理各国驻华使馆设置无线电收发信机事宜。各国驻华使馆如欲设置无线电收发信机须照会中华人民共和国外交部提出申请,并应填写所附《各国驻华使馆无线电收发信机申请表》一式两份送中华人民共和国外交部,经同意后,方可运进、设置和使用。

  三、凡已取得中华人民共和国政府同意设置的无线电收发信机,在使用过程中,附表中任何一项技术资料的变动,均须预先征得中华人民共和国外交部的同意。

  四、驻华使馆如欲再次运进无线电收发信机或因原有设备损坏需运进替换器材,亦须填写附表一式两份随照会送中华人民共和国外交部,经外交部同意后方可运进。

  新设备安装完毕投入使用后,被替换的原有设备应予拆除。

  五、本规定自一九八七年十一月一日起生效,(82)办礼字第81号照会所附《中华人民共和国关于各国驻华外交代表机关设置和使用无线电台的规定》同时废止。

    

REGULATIONS OF THE MINISTRY OF FOREIGN AFFAIRS

OF THE PEOPLE'S REPUBLIC OF CHINA ON THE

INSTALLATION AND USE OF WIRELESS TRANSMITTER

RECEIVER FOR THE PURPOSE OF COMMUNICATION

BY DIPLOMATIC MISSIONS IN CHINA

  1.The present regulations are formulated in accordance with the relevant article regarding the installation and use of wireless transmitter receiver for the purpose of communication by diplomatic missions in China as stipulated in the Regulations of the People's Republic of China Concerning Diplomatic Privileges and Immunities.

  2.The Government of the People's Republic of China deals with the installation of wireless transmitter receivers by the diplomatic missions in

  China according to the principle of reciprocity. The diplomatic mission in

  China desiring to install a wireless transmitter receiver shall file an application in a note to the Ministry of Foreign Affairs of the People's Republic of China and fill in the attached Registration Form for the Installation of Wireless Transmitter Receiver by the Diplomatic Missions in china and send it in duplicate to the Ministry of Foreign Affairs of the People's Republic of China. Wireless transmitter receivers may be imported, installed and used only with the consent of the Chinese Government.

  3.Permission shall be obtained from the Ministry of Foreign Affairs

  of the people's Republic of China prior to any change in the technical data

  listed in the attached registration form that may be made during the course of operation of a wireless transmitter receiver installed by a diplomatic mission with the permission of the Government of the People's Republic of China.

  The dipomatic mission in China desiring to again import wireless transmitter receivers or replacements for wornout equipment shall likewise fill in the attached forms in duplicate and submit them to the Ministry of Foreign Affairs of the People's Republic of China together with a note.The above-mentioned equipment may be imported only with the permission of the Ministry of Foreign Affairs.

  The original equipment that has been replaced by the new ones shall

  be removed once the latter has been installed and put in operation.

  5.The present regulations shall enter into force as from 1 November

  1987. Regulations of the People's Republic of China on the Installation and Use of Radio Stations by Diplomatic Missions in China attached to Note (82)Ban Li Zi No. 81 shall be abrogated on the same date.

各国驻华大使馆、各国际组织驻华代表机构:

  中华人民共和国外交部向各国驻华大使馆、各国际组织驻华代表机构致意,为规范对各国驻华使(领)馆和国际组织驻华代表机构运进、设置和使用无线电通讯设备的管理,谨重申有关规定如下:

  一、中华人民共和国政府按对等原则办理各国驻华使(领)馆设置无线电通讯设备事宜。各国驻华使(领)馆及各国际组织驻华代表机构如欲设置无线电通讯设备,须事先照会中华人民共和国外交部提出申请,并填写一式两份相应申报表送中华人民共和国外交部,经同意后方可运进。

  二、各国驻华使(领)馆、各国际组织驻华代表机构以任何方式运进无线电通讯设备及相关器材时,必须向海关申报并提供中华人民共和国外交部的批准文件,海关方予审核放行。

  三、凡已取得中华人民共和国政府同意设置的无线电通讯设备,在使用过程中,申报表中任何一项技术资料的变动,均须预先征得中华人民共和国外交部的同意。

  四、在设置已获批准的设备后如欲再次运进无线电通讯设备或因原有设备损坏需运进替换器材,亦须填写一式两份相应的申报表随照会送中华人民共和国外交部,经同意后方可运进。新设备安装完毕投入使用后,被替换的原有设备应予拆除。

  The Minitry of Foreign Affairs of the People's Republic of China presents its compliments to the Diplomatic Missions and offices of International Organizations in China and has the honor to restate the regulations concerned as follows with a view to standardizing the management of the import installation and use of wireless telecommunication equipment by the diplomatic missions and offices of international organizations in China:

  1. The Government of the People's Republic of China deals with the installation of wireless telecommunication equipment by the diplomatic missions in China according to the principle of reciprocity. The diplomatic missions and offices of international organizations in China desiring to install wireless telecommunication equipment shall file an application in a note to the Ministry of Foreign Affairs of the People's Republic of China and fill in the relevant registration form and send it in duplicate to the Ministry of Foreign Affairs of the People's Republic of China. Wireless telecommunication equipment may be imported only with the consent of the Chinese Government.

  2. The diplomatic missions and offices of international organizations in China desiring to import, in whatever way, wireless telecommunication equipment and relevant parts shall make a declaration to the Customs and present documents of approval by the Ministry of Foreign Affairs, and the Customs shall give clearance after check and approval.

  3. Permission shall be obtained from the Ministry of Foreign Affairs of the People's Republic of China prior to any change in the technical data listed in the registration form that may be made during the course of operation of wireless telecommunication equipment installed by a diplomatic mission with the permission of the Government of the People's Republic of China.

  4. A diplomatic mission desiring to again import wireless telecommunication equipment or replacements for wornout equipment shall likewise fill in the attached forms in duplicate and submit them to the Ministry of Foreign Affairs of the People's Republic of China together with a note. The above-mentioned equipment may be imported only with the permission of Ministry of Foreign Affairs. The original equipment that has been replaced by the new ones shall be removed once the latter has been installed and put in operation.

  The Ministry of Foreign Affairs avails itself of this opportunity to renew to the Diplomatic Missions and Offices of International Organizations in China the assurances of its highest consideration.
