各驻华使馆、欧洲共同体委员会驻华代表团、联合国系统组织驻华代表机构：
中华人民共和国外交部向各国驻华使馆、欧洲共同体委员会驻华代表团、联合国系统组织驻华代表机构（以下简称各国驻华外交代表机关）致意，并谨通知如下：
中华人民共和国外交部根据对等互惠原则办理各国驻华外交代表机关在其馆内设置卫星电视接收站事宜。
各国驻华外交代表机关如欲设置卫星电视接收站， 应事先照会中华人民共和国外交部提出申请，并需填写《各国驻华外交代表机关设置卫星电视接收站申请表》一式两份送中华人民共和国外交部，经同意后，方可运进、设置和使用。
经中华人民共和国外交部同意设置的卫星电视接收站仅限于接收中国和国际卫星转播的电视节目，所接收的内容仅供内部使用。
经中华人民共和国外交部同意设置卫星电视接收站的驻华外交代表机关，在使用卫星电视接收站的过程当中，变动任何一项技术资料均须得到中华人民共和国外交部的认可。如因卫星电视接收站原有设备损坏须运进替换器材，亦应填写上述申请表一式两份送交外交部，经同意后，方可运进。
鉴于驻华外交代表机关地处市区，环境噪声较大，加之地面微波信号的影响，中国方面难以对电磁环境加以保护。
中华人民共和国外交部办理驻华代表机关申请安装卫星电视接收站通常需二十八个工作日。

NOTE OF THE MINISTRY OF FOREIGN AFFAIRS OF THE People's REPUBLIC OF CHINA ON THE INSTALLATION AND USE OF SATELLITE TV RECEPTION STATIONS BY DIPLOMATIC MISSIONS IN CHINA

The Ministry of Foreign Affairs of the People's Republic of China presents its compliments to the Diplomatic Missions, the Delegation of the Commission of European Communities and the Offices of Organizations of the United Nations System in China (hereinafter referred to as foreign diplomatic missions in China) and has the honor to inform the latter of the following:
The Ministry of Foreign Affairs of the People's Republic of China follows the principle of reciprocity in matters relating to the installation of Satellite TV Reception Stations (STVRS) by diplomatic Missions in China on their premises.
Diplomatic missions desiring to install STVRS should apply by addressing a note to the Ministry of Foreign Affairs of the People's Republic of China with the attached Application Form for the Installation of STVRS by Diplomatic Missions in China duly filled in duplicate. STVRS may be imported and installed for use only when clearance is obtained.
STVRS installed with clearance from the Ministry of Foreign Affairs of the People's Republic of China shall receive only TV programmes transmitted by Chinese and international satellites and shall serve only internal purposes of the missions.
Diplomatic missions which have obtained clearance from the Ministry of Foreign Affairs of People's Republic of China for the installation of STVRS shall, once their STVRS are in operation, obtain prior approval from the Ministry of Foreign Affairs of the People's Republic of China for any change in the technicaldata .In case imports of replacements for damaged parts of the original STVRS are required, the diplomatic mission concerned should likewise send the above mentioned Application Form duly filled in duplicate to the Ministry of Foreign Affairs for approval. No imports are allowed prior to the Ministry's approval.
The Chinese side is not in a position to protect the electromagnetic environment since the diplomatic missions are located in the city proper with a fairly serious noise environment and under the interference of ground micro-wave signals.
Normally it will take 28 working days for the Ministry of Foreign Affairs of the People's Republic of China to process an application from diplomatic missions in China for the installation of STVRS. The Ministry of Foreign Affairs of the People's Republic of China avails itself of this opportunity to renew to the Diplomatic Missions, the Delegation of the Commission of European Communities and the Offices of Organizations of the United Nations System in China the assurances of its highest consideration.
